December 26, 1978 <br />199 <br />Mx, Zelinka. moved to direct the park Board to do a study on a four season <br />building to be constructed and completed in 1979 at the City Hall Park. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Kulaszewicz reported on the meeting of the Personnel Commission. He <br />felt one item that should be considered this evening is the effective <br />date of the salary increases proposed for 1979. After some discussion, <br />Mr. Zelinka moved that the salary increases as proposed in the budget <br />become effective January 1, 1979. Seconded by Mr. Kulaszewicz. Motion <br />declared passed. <br />Mr. Kulaszewicz presented the Personnel Commission's proposal for Mr. <br />Volk's 1979 salary. The Council had approved reclassifying Mr. Volk to <br />a Class V. The Personnel Commission had reviewed his salary for that <br />calssification.. The recommendation had been for $1415.00 per month, <br />which is not up to the minimum paid for Class V. The minimum salary, <br />with a 15% differential from the mid range, is $1510.00 per month. Mr. <br />Kulaszewicz moved to approve the salary of $1510.00 per month for Mr. <br />Volk. Seconded by Mr. Zelinka. Motion declared passed. <br />There was discussion on the matter of overtime. At the present time, <br />overtime is paid after 48 hours. Since this is not a practice of any <br />other community, Mr. Zelinka moved to apy overtime to the maintenance <br />personnel after 40 hours per week. Seconded by Mr, Kulaszewicz. Motion <br />declared passed. <br />The matter of paid Holidays was also discussed and the Personnel Commission <br />had recommended 8 paid Holidays. Mr. Kulaszewicz moved to approve this <br />recommendation. Seconded by Mr. Zelinka. Motion declared passed. <br />Chief Myhre requested that Mr. Hillyer be made a permanent full time <br />Police officer. There was discussion on the status of Mr. Kirschbaum. <br />Mr. Zelinka moved to recalssify Mr. Hillyer to a permanent full time <br />Police Officer providing Mr. Kirschbaum does not return before January 1, <br />1979 and if his projected return is after March 1, 1979, Mr. Hillyer be <br />classified as permanent full time effective January 1, 1979. Seconded <br />by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Schneider had left his recommendations for the transferring of <br />Federal Revenue Sharing Funds. The total amount in the Federal Revenue <br />Sharing Fund at the end of 1978 is $47,448.43 including interest earned <br />during the year. Of this amounty $12,039.00 is to be carried forward to <br />the 1979 budget as items proposed for 1978 and not completed as yet. <br />The remainder is to be transferred as follows: $3700.00 to Mayor and <br />Council for operating costs; $3700.00 to the Police Department as <br />operating costs; $7114.00 to the Road Department as operating costs; <br />$89.97 as Capital Outlay for the municpal building; $1781.81 as capital <br />outlay for the Park Department; $14,011.00 as capital outlay for the <br />Road Department, for a total of $15,882.78 in capital outlay and $5012.65 <br />for the shop office. The total amount to be transferred is $35,409.43. <br />Mr. Zelinka moved to approve the transfers. Seconded by Mr. Kulaszewicz. <br />Motion decalred passed. <br />Mr. Cape had presented a requisition for a generator with the total <br />costs of $360.00 and the requisition being for obly $60.00. He was <br />asked to explain. <br />Mr. Cape said the generator costs $360.00. The Civil Defense is contri- <br />buting $300.00 toward the purchase, thus they are requesting the City to <br />pay the additional $60.00. This is a 10kv generator and it was felt this <br />
