meeting to discuss using an old power line easement for a trail. There <br />is a hearing scheduled in Forest Lake for June 21, 1979 on this matter. <br />Mayor Karth presetned a report from Mr. Volk on the upgrading of the <br />City's street signs. If this is done according to Federal regulations, <br />90% of the costs would be handled by a Federal grant. Mr. McLean moved <br />to have Mr. Gotwald complete the application. <br />Mr. Zelinka reported that the brask away sign as proposed by the Civil <br />Defense, connot be patented. There are several similar devices already <br />patented. <br />Mr. Kulaszewicz seconded Mr. McLean's motion. Motion declared passed. <br />Mayor Karth said he had talked to Mr. Volk on the cost of the clean -up <br />program and the $5,000.00 figure had been if all men had been used <br />exclusively for that pupose for the 10 day period - that would be the <br />maximum cost. At the present rate, Mr. Volk estimates the cost at about <br />$1500.00. <br />There had also been discussion on the reimbursement of Board members for <br />mileage. The Council was in agreement on this mtter but felt this program <br />should be presented at budget time. The Clerk was instructed to put this <br />in the items for consideration at budget hearings. <br />The Public Hearing for improvements on Black Duck Trail and abutting <br />streets that han been continued from May, 14, 1979 was called to order <br />at 8:30 P.M. This meeting had been continued for the purpose of seeking <br />some sort of guarantee from the property ownres for the payment of the <br />special assessments. <br />Mr. Len Nerka, of Drivers State Bank, had written to say that firm will <br />not participate in the venture. They will not express an opinion either <br />way. There had not been any contact from NSP on this matter. <br />Mr. Gotwald reported that representatives from NSP had been in his office <br />discussing this matter and will not ake an active part inthis consideration. <br />Mr. Gotwald felt they would not let this land go delinquent. <br />Mr. Shannon, of Springsted, discussed the arious methods of assessing <br />the property. Mr. Gotwald outlined the benefits this project would have <br />on the entire area. Mr. Gotwald reiterated his thoughts on the need for <br />a second well. <br />Various methods of collecting the assessments to insure that this City does <br />not become liable for these costs was discussed. There was also discusson <br />on the methods of establishing a find for the construction of a second <br />water system. <br />After much discussion of these various problems, Mr. Zelinka moved to <br />approve the report on Black Duck Trail and related streets with the method <br />of assessments to be decided at a later date. Seconded by Mr. McLean. <br />Motion declared passed. <br />Mr. Zelinka moved to instruct Mr. Gotwald to do a study and prepare plans <br />and specifications for this project (this Resolution to be in the form <br />of the one prescribed by the Local Improvement Guide - Mr. Locher will <br />prepare.) Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Zelinka moved to close the hearing at 9:45 P.M. Seconded by Mr. <br />
