June 25, 1979 <br />1 <br />discussion and some questions they felt should be presented to the <br />Council. What is the authoriy of this Commission? Do they hire? fire? <br />budget? If they do not participate in these functions, then what? <br />Mr. Zelinka felt these matters should be approached in stages. He felt <br />it is necessary to have a strong advosory board, not a contractual <br />baord, for the following reasons, 1) within 6 months to a year, this <br />City should have a City Administrator. This person would have input <br />relative to Department management, and 2) he also questioned the political <br />effect of such a commission. <br />Mayor Karth agredd with the strong advisory commission concept. <br />Mr. Kulaszewicz wanted to contact Circle Pines for a copy of the <br />Ordinance that established the Joint Police force with Lexington. Mr. <br />Zelinka felt it is necessary for this Council to retain control. He <br />asked that Mr. McLean and Mr. Shcneider be informed of this discussion <br />before the next meeting and ask for thier input - both pro and con - with <br />perhaps some alterantives. <br />Mayor Karth read a letter relative to cable TV. There was no action <br />taken on this matter. <br />Under Mr. Locher's report, he and checked a request for a variance <br />to split a lot in Sunset Oaks (Lot 2, Block 7). Both parcels retain 1+ <br />acres. The Planning and Zoning Board had recommended approval. Mr. <br />Zelinka moved to approve this split. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />Mr. Locher had checked the applications for license renewals for all <br />liquor establishments. <br />On comsidering the application for an Off -Sall at Bill & Frans, this is <br />a second application for the same location. The business is in the <br />process of being sold and in order to maintain a lecense, Mr. Hemauer <br />had submitted his application for renewal. The other applicant is Janice <br />Kuntzner. Mr. Zelinka moved to approve upon receipt of the bond and <br />the '10 day notice provision' to be included in the insurance, subject <br />to the sale of the property. If sale is finalized before June 30, 1979, <br />the $100.00 fee to be refunded to Mr. Hemauer. Seconded by Mr. Kulaszewic <br />Motion declared passed. <br />..Donald Moore's application - insurance and bond in order except for <br />the '10 day notice provision' on the insurance. Mr. Zelinka moved to <br />approve with the stipulation this notice be added to the insurance. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />..Ralph Nathe application was in order with the exception of the '10 day <br />written notice' clause. Mr. Zelinka moved to approve with the stipulation] <br />this requirement be added. Seconded by Mr. Kulaszewicz. Motion declared <br />passed. <br />..Henry Speiser's application needs a signature and verification. Mr. <br />Zleinka moved to approve subject the above. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />..The VFW insurance needs to have the'City of Lino Lakes' on the policy <br />and their bond is not here, the insurance has an expiration date of <br />12/5/80. Mr. Zelinka moved to approve subject to the City being named <br />on the insurance and receipt of the bond (insurance renewal due before <br />12/5/80). Seconded by Mr. Kulaszewicz. Motion declared passed. <br />..:ee's of Lino meeds the '10 day written notice' clause on the insurance <br />and the bond for Off -Sale is not here, and one signature needs to be <br />notaruzed. Mr. Zelinka moved to approve subject to receipt of the <br />
