And II June 25, 1979 <br />$3,000.00 bond and the notarization. SEconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />..Mr. Clifford Ross' application for off -sale needs a current <br />insurance policy. Mr. Zelinka moved to approve subject to proper <br />insurance. Seoconded by Mr. Kulaszewicz. Motion declared passed. <br />..Mr. Duncanson's application for Luther's Sport Shop was in order. <br />Mr. Zelinka moved to approve. Seconded by Mr. Kulaszewicz. Motion <br />declared passed. Mr. Zelinka suggested a note to Mr. Duncanson <br />saying thanks for having his application all in order. <br />Mr. Zelinka instructed the Clerk to compose a letter stating that all <br />applications msut be in her office before the first meeting in May with <br />all things in order. There will be no special conditions for approval. <br />If the rules are not followed it is possible the businessess may be <br />closed while waiting for Council approval The Clerk is to include <br />a copy of the Ordinance to all license holders. <br />Mr. Locher had checked the Joint Powers Agreement on the screening <br />and hiring of Police applicants. Mr. Locher was concerned over the <br />phrase the "All Vacancies" will be filled by this method. He flet <br />this may violate seniority provisions in the union contracts. Alsom. <br />in order to withdraw from the agreement, the City must give 60 days <br />notice. <br />Mr. Zelinka felt this agreement should either be revised with reasons <br />attached or clarification of sme of the pharases. Mr. Zelinka moved <br />to table this. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Locher reported on a letter from Mrs. Anderson asking for clari- <br />fication of the City's responsibility of a portion of Sandpiper Drive. <br />There is a new house on the end of that street and the home owner had <br />inquired as to the plans for the completion of the street. <br />Mr. Gotwald said at one time that was an oiled street and the City <br />only does normal maintenance. If the home owner wants any more of a <br />street, it will be his responsibility to install. The lots on the <br />Morth side of the street are part of the open space. Mr. Gotwald felt <br />the issuance of the building permit was propert but no further work is <br />planned on that street. <br />Mr. Zelinka moved to have Mr. Locher write a letter setting forth Mr. <br />Gotwald's recommendations and what the City will do. To include a map <br />showing the street and what will receive maintenance. Seconded by Mr. <br />Kulaszewicz. Motion declared passed. <br />1 <br />There was discussion of 64th Street and Mr. Le Roux's minin`operation <br />in that area. Mayor Karth suggested that street be posted '3 Ton' <br />load limit. Mr. Gotwald felt this would put a stop to the operation <br />and he will take another look for another estimate. Mr. Zelinka so <br />moved with Mr. Locher to write a letter with Mr. Gotwald's recommendations <br />reminding Mr. Le Roux that he can be red tagged or ticketed. Mr. Volk <br />is to post the street with '3 Ton Limit" sign immediately. Seconded by <br />Mr. Kulaszewicz. Motion declared passed. <br />Mr. Locher had checked the easement for the NSP right -of -way and <br />found that NSP owns this strip. It was conveyed in 1941 and the owner <br />of the surrounding property are paying tax on that strip. <br />Mayor Karth reported that he got the impression at the Forest Lake <br />meeting on this subject, that the DNR was looking for reasons not to <br />
