July 9, 1979 <br />be confined or contained on the property. The Clerk reported that Mrs, <br />Tverberg had presented a signed statement of property owners stating <br />that she has leased 6 additional acres of land. Mr. Locher researched <br />the new ordinances which requires 10 acres for this use. Mr. McLean <br />moved to approve this special use permit with the stipulations as set <br />for th by the Planning and Zoning Board. Seconded by Mr. Zelinka. <br />Motion declared passed. <br />Acting Mayor Schneider asked if this report could be delayed. Mr. Bob <br />Kelly was scheduled for appearance at this time. <br />Mr. Kelly presented the Council with a revised statement of values and <br />a copy of the appraisal done by MacGregor -Deyo Appraisals. The total <br />premimum for the package had been reduced to $16,904.00, This included <br />the buildings. cpmtents, will and pump house, lift station, vehicles, <br />workers comp and all park equipment. The only form of insurance left <br />to be considered is the H &W polices for the employees. Mr. Kelly said <br />there are three or four ways to go on the long trem disability and he <br />felt he could have a proposal ready for the July 23rd meeting. He <br />would like to meet with one of the Council members before that date to <br />discuss his proposals. Mr. Schneider will meet with Mr. Kelly. The <br />Clerk was instructed to put Mr. Kelly on the July 23rd agenda. <br />1 <br />Mr. Zelinka moved to accept Mr. Robert Kelly's proposal for City <br />insurance coverage to become effective at the earliest expiration date <br />on the existing polices. Seconded by Mr. McLean. Motion declared passed. <br />Mr. Kelly was thanked for his time and information. <br />Mr. Locher read his deaft of the Ordinance amendment - 30D. This would III <br />amend the fee section of Ordinance 30C in reference to moving in <br />buildings and settinf forth (the duties and responsibilities of the <br />Building Inspector in relationship to these buildings. <br />Mr. McLean asked if it is possible to lift the moratorium subject to <br />the passage of this Ordinance. MR. Locher said this could be passed . <br />tonight, published on Thursday and become effective on the publication <br />date. <br />Mr. McLean moved to amend Ordinance No. 30C as presented by Mr. Locher <br />and to adopt the forms as presented by Mr. Mobley. with corrections. Mr. <br />Zelinka asked if these forms may be changed at any time, and Mr. Locher <br />said they could be changed at any time by Council actions. Seomeone <br />adked if a permit could be obtained before publication of this amendment <br />and Mr. Locher said, Yes, but they would have to agree in writing to <br />adhere to the stipulations in the Ordinance amendment as published. <br />Mr. Zelinka seconded the motion. Motion declared passed. <br />Mr. McLean moved to remove the moratorium on moving in /out buildings <br />effective upon the publication of Ordinance No. 30D. Applicants to <br />agree in writing to Ordinance No. 30D will be allowed to apply for a <br />IIIpermit immediately. Seconded by Mr. Zelinka. Motion declared passed. <br />Mr. McLean returned to the Planning and Zoning report. <br />..Mr. William Rivard had applied for a special use permt for raising <br />chickens on less than 5 acres. This application was not complete, <br />action was deferred. <br />
