1 <br />1 <br />1 <br />COUNCIL MEETING MARCH 25, 1991 <br />priority. <br />Darlene Neumann, representing St. Joseph Catholic Church <br />explained that the church has one (1) large fund raising function <br />each year where dancing is held under a tent and beer is sold. <br />She noted that there have never been any complaints filed with <br />the church and the proposed Cabaret Ordinance amendment would <br />greatly hurt this annual fund raiser. Ms. Neumann asked the <br />Council to reconsider the proposed ordinance or exempt non - profit <br />organizations. <br />Council Member Kuether said she thought this proposed amendment <br />would not interfere with church activities. Chief Campbell <br />explained that originally it appeared that a special permit could <br />be issued to the church. However, there is no provision for such <br />a permit. Chief Campbell said that he would ask the City <br />Attorney to review the proposed amendment with him again. He <br />noted that his primary concern is the problem associated with on- <br />sale liquor establishments conducting outdoor activities. <br />Council Member Kuether asked if it was a state law that required <br />liquor to be sold in a building. Chief Campbell explained that <br />it is what the Minnesota State Liquor Control Commission is <br />telling this City. If other cities are allowing the sales of <br />liquor outside of a building, it is assumed that they are <br />obtaining special permits. <br />Chris Ross, Ross' Bottle Shop asked if "premise" means the <br />building or the address. Chief Campbell explained according to <br />the State, it means the building. <br />Acting Mayor Reinert explained that this matter will be further <br />addressed during the second reading of the Cabaret Ordinance <br />amendment on April 8, 1991. <br />STAR OF THE NORTH GAMES REOUEST FOR FUNDING <br />Mr. Elliott Perovich and Mr. Tom Snell appeared before the <br />Council to promote the upcoming Star of the North Summer Games. <br />Lino Lake was invited to be a part of this community effort. Mr. <br />Perovich explained that the City of Blaine and the City of Coon <br />Rapids are official hosts of the games, however support from the <br />entire northern tier of cities is needed to put on the best games <br />ever. <br />Mr. Perovich gave the Council a brochure that explains how each <br />city can become a North Patron. The brochure also explained the <br />benefits becoming a Patron. <br />Mr. Snell explained that the Anoka Chamber of Commerce is <br />PAGE 2 <br />049, <br />
