1 <br />1 <br />1 <br />COUNCIL MEETING MARCH 25, 1991 <br />Consideration of a Minor8ubdivision and Variance for Lot 9, <br />Block 3, Rice Lake Addition, DRB Application No. 91 - 06 and <br />91 - 07 - Mr. Miller explained that this request is similar to <br />the previous request. The DRB has reviewed the request and has <br />recommended approval of the minor subdivision and variance. <br />Council Member Bohjanen moved to approve the minor subdivision <br />DRB No. 91 - 06 contingent upon payment of $800.00 for park <br />dedication. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />Council Member Kuether moved to approve the variance, DRB <br />Application No. 91 - 07. Council Member Neal seconded the <br />motion. Motion carried unanimously. <br />Site and Building Plan Review and Variance for Centennial School <br />District No. 12 for Proposed New Elementary School on Birch <br />Street, DRB Application No. 91 - 04 and 91 - 08 - Mr. Miller <br />explained that Mr. McClellan, Superintendent of Schools for <br />District No. 12 was present this evening to answer any questions <br />the Council may have regarding the proposed new elementary <br />school. He explained that a variance is required for a driveway <br />entering the school site from West Shadow Lake Drive. The <br />current City Codes requires that a driveway be no wider than 26 <br />feet. However, school buses need extra turning width and the <br />proposed driveway width is 30 feet. Mr. Miller noted that the <br />DRB has reviewed the site and building plan and the variance <br />request and had recommended approval contingent upon fourteen <br />stipulations. <br />Acting Mayor Reinert asked Mr. McClellan if he was comfortable <br />with the stipulations. Mr. McClellan said he was. Council <br />Member Neal asked who would pay for the upgrading of West Shadow <br />Lake Drive from Birch Street north to the school driveway. Mr. <br />Boxrud explained that he had looked at the condition of West <br />Shadow Lake Drive and noted that it was deficient in both width <br />and strength and would have to be reconstructed to state aid <br />standards. Since this would be a fairly large improvement, the <br />City would be looking at assessing all affected property owners. <br />Mr. Boxrud also noted that a underpass under Birch Street is <br />proposed. He explained that the developer on the south side of <br />Birch Street has said he will cooperate in making this <br />improvement. The trail system in his subdivision will lead to <br />the underpass and this should avoid pedestrian traffic along <br />Birch Street to the school. Just who will pay for this <br />improvement has not yet been determined. Mr. Boxrud also <br />explained the Anoka County Highway Department requirements for <br />Birch Street in the area of Birch Street and West Shadow Lake <br />Drive. <br />PAGE 4 <br />051 <br />
