056 <br />COUNCIL MEETING MARCH 25, 1991 <br />Resolution No. 29 - 91 can be found at the end of these minutes. <br />CONSIDERATION OF AN EXCLUSIVE DEVELOPMENT AGREEMENT WITH LAPPIN <br />AND ASSOCIATES FOR DEVELOPMENT OF RICE LAKE PLAZA, JOHN MILLER <br />Mr. Miller explained that Mr. Lappin has asked that the Council <br />approve an exclusive development agreement for him for the period <br />of 90 days. This agreement would restrict the City from dealing <br />with anyone else for the development of Rice Lake Plaza for 90 <br />days. The developer of Rice Lake Plaza has expressed interest in <br />selling land in Circle Pines to Mr. Lappin as well as selling the <br />architectural work that has been completed to date. However, Mr. <br />Lappin is not interested in the land in Circle Pines nor the <br />architectural work. <br />Mr. Miller explained that Rice Lake Plaza is in TIF District 1 -4. <br />A project is needed for this district by June 1, 1991. <br />Council Member Kuether asked if this procedure was a normal <br />procedure. Mr. Miller explained that it was done in this City <br />once before but is done in other cities. Council Member Kuether <br />expressed concern because of the time constraint. Mr. Miller <br />explained that the developer of Rice Lake Plaza has put this <br />development on the "back burner ". He is pursuing another <br />development in another area of this City. Council Member <br />Bohjanen asked how much property is Mr. Lappin considering <br />purchasing. Mr. Miller said approximately 15 acres owned by <br />George Reiling. Mr. Lappin is also looking at purchasing a <br />couple of small parcels on the shore of Rice Lake. Mr. Miller <br />explained that the proposed street alignment of Highway #49 and <br />Lake Drive is another concern. He proposed that the Council <br />consider the street alignment in a work session within the next <br />couple of weeks. <br />Mr. Lappin told the Council that he would be interested in a 45 <br />day exclusive development agreement. He said he has a good <br />working relationship with the mortgage community and is looking <br />at locating a grocery store at that site. He said he hoped to <br />get something built yet this year. <br />Council Member Neal moved to approve a 45 day exclusive <br />development agreement with Mr. Lappin. Council Member Kuether <br />seconded the motion. Motion carried unanimously. <br />STAR OF THE NORTH GAMES REOUEST FOR FUNDING <br />Mr. Schumacher explained that earlier in this meeting, the Star <br />of the North Games organizers requested funding for the summer <br />games. He noted that normally these requests are worked into the <br />budget. However this year every city is getting bad news from <br />PAGE 9 <br />1 <br />1 <br />
