Council Member Neal seconded the motion. <br />VOTING ON THE MOTION: <br />Bisel © Bohjanen © Kuether ❑ <br />Neal © Reinert <br />Absent: Kuether <br />Motion carried. <br />PUBLIC HEARING, SUNRISE DRIVE IMPROVEMENT, RESOLUTION NO. 51 - 91 <br />ORDERING PLANS AND SPECIFICATIONS AND RESOLUTION NO. 52 - 91 <br />APPROVING PLANS AND SPECIFICATIONS AND ADVERTISING FOR BIDS <br />Mr. Schneider explained that utilities were installed along <br />Sunrise Drive in 1990 as part of the Sunnygate 2nd Addition <br />improvement. It was decided by the Lino Lakes City Council and <br />staff that the remainder of the street construction on Sunrise <br />Drive would be done as a public improvement. Mr. Schneider used <br />the overhead projector to show the location of the improvement <br />and other details of the project. He noted that the entire cost <br />would be about $17,630.20. The estimated assessment for each <br />homeowner would be $7,540.85. No homeowner would be assessed for <br />anything until the homeowner petitioned to hook up to the <br />utilities. <br />Mr. Schneider outlined the schedule for completion of the street. <br />He noted that the sewer and water stubs are already located at <br />the lot line. <br />Mayor Bisel opened the public hearing at 7:45 P.M. <br />Ruth Rector, 7165 Sunrise Drive explained that she moved to this <br />address when the streets were still sand streets. The condition <br />of the streets was terrible, especially in the spring. At the <br />time Lino Lakes became a village, (1955) the village improved the <br />street and all the property owners were assessed. Mrs. Rector <br />said she felt that it is unfair to ask her to pay for a street <br />twice. She noted that the street that was destroyed when <br />utilities were installed was in good condition last fall. Mr. <br />Schumacher will check on this matter and bring information to the <br />Council. <br />Mr. Schneider explained that the developer of Sunnygate 2nd <br />Addition agreed to pay for more than 1/2 of the improvement. In <br />addition, the homeowners on the west side of Sunrise Drive are <br />not being asked to pay any more than the residents on Sunrise <br />Drive to the south of this improvement. <br />PAGE 5 <br />I7 <br />
