1 <br />1 <br />1 <br />constructed very near the right -of -way. Some cottonwood trees <br />will probably be removed from the right -of -way. <br />Almost of the wetlands are outside of the project area except for <br />a tiny portion. A fill permit should be approved for this area. <br />A traffic count was conducted and it is possible that traffic <br />lights will be needed at the intersection. <br />It is proposed to construct a cul -de -sac at the southern end of <br />Sunrise Drive. Traffic will not be allowed onto North Road but <br />will exit the area via Glenview Drive to Second Avenue to Lake <br />Drive. This change will not affect very many people. <br />Mr. Boxrud explained that he is meeting with the Circle Pines <br />Administrator on Wednesday to discuss this improvement. Circle <br />Pines is concerned about the proposed $40,000.00 cost for that <br />city. The cost to each city should eventually be assessed to the <br />developer /developers of the intersection. In the interim, TIF <br />and MSA funding may be needed to finance the portion allocated to <br />this city. <br />Mayor Bisel thanked Mr. Boxrud for this presentation. <br />CONSIDERATION OF HIRING A FULL TIME RECREATION PROGRAM SUPERVISOR <br />Mr. Volk explained that in early 1991, the Council established a <br />recreation department. The recreation programming did start at <br />that time and Barry Bernstein was hired as an interim part -time <br />recreation supervisor. He has implemented and is responsible for <br />the present recreation programs. <br />The City is now able to establish a full time recreation <br />supervisor position. The 1991 Budget does contain the necessary <br />funding for this position. Mr. Volk recommended that the Council <br />hire Mr. Bernstein as supervisor for the permanent full -time <br />recreation program. Mr. Volk noted that Mr. Bernstein has <br />excellent skills in dealing with the public and has shown good <br />skills in establishing the recreation program. He also noted <br />that since Mr. Bernstein is familiar with the operational <br />structure, there will be no lag in continued recreational <br />programming. <br />The Council discussed the duties of this person and what is <br />involved with winter recreational programming. Adult activities <br />were also addressed. Mr. Volk noted that participants do pay a <br />registration fee and this fee off -sets the cost of the program. <br />A program for Lino Lakes citizens who cannot afford the usual fee <br />is also being prepared. In addition, planning for inside <br />activities is now under way. City liability was also discussed. <br />Each participant in the recreation program is required to sign a <br />waiver. Mr. Volk also noted that Mr. Bernstein has some <br />experience in obtaining funding for the various programs. <br />PAGE 8 <br />303 <br />
