SPECIAL COUNCIL MEETING JANUARY 6, 1992 <br />Contract. Council Member Elliott seconded the <br />motion. Motion carried unanimously. <br />Fiscal Agent - Mr. Schumacher explained that Springsted, Inc. has <br />been the fiscal agent for a number of years. <br />Council Member Neal moved to re- appoint <br />Springsted, Inc. as fiscal agent for 1992. <br />Council Member Kuether seconded the motion. <br />Motion carried unanimously. <br />Health Agent - Anoka County Comprehensive Health Services is <br />currently the health agent. Council Member Neal <br />noted that last year the Council had requested <br />that a representative from this service come <br />before the Council and explain the roll of the <br />health officer. He requested that this person <br />address the Council in the near future. It was <br />the consensus of the Council that Anoka County <br />Comprehensive Health Services continue as the <br />health agent. <br />Animal Control - Council Member Neal moved to appoint Anoka <br />County Humane Society as animal control. Council <br />Member Kuether seconded the motion. Motion <br />carried unanimously. <br />Legal Newspaper - Four (4) area newspapers have submitted letters <br />requesting that they be appointed the legal <br />newspaper for Lino Lakes. The Council packets <br />contained a memorandum comparing the cost of legal <br />publications in each of the four (4) newspaper and <br />the circulation of each in Lino Lakes. In <br />addition, the Quad Press had submitted a revised <br />schedule of rates. <br />It was noted that the Quad Press is either mailed <br />or delivered free to all residents in Lino Lakes. <br />The Circulating Pines has the second highest rate <br />of circulation in this City. However, it is by <br />paid subscription. Mr. Gibas, publisher of the <br />Circulating Pines explained that the Centennial <br />Shopper is delivered free to all 55014 zip code <br />residents. Although this paper is not eligible <br />for legal newspaper status, all Lino Lakes legal <br />items could be printed in it. Mr. Gibas also <br />challenged the 100% circulation claim of the Quad <br />Press. It was noted that it is the intent to <br />provide a free newspaper and if someone is not <br />getting their newspaper, the Quad Press needs to <br />be made aware of this.
