I 0 o <br />COUNCIL WORK SESSION FEBRUARY 19, 1992 <br />Mr. Schumacher asked the Council if they wanted a legal or a <br />shopper? He noted that not many residents will look in a shopper <br />for legal information. The concept of a shopper is for shopping <br />advertisement and the concept of a newspaper is for news. <br />Council Member Neal suggested that both the Quad Press and the <br />Circulating Pines be designated as the legal newspaper and then <br />no one in the City can say they are not getting the news. It was <br />noted that would mean double the legal costs. <br />Council Member Elliott noted that there is a certain credibility <br />level and legal publications should be in an actual newspaper. <br />Mayor Reinert said that the Quad Press is delivered to paper <br />boxes and the Centennial Shopper is delivered through the mail. <br />He noted that the goal is to get the news into every home and <br />this is done through the mail. <br />Mrs. Anderson asked how news items that are not legal <br />publications would be handled by Mr. Gibas. Mr. Gibas explained <br />that all publications whether they be legal publications or news <br />publications would be included in the Centennial Shopper. <br />Mayor Reinert suggested contacting the Forest Lake Times to <br />determine if they would still be interested in the same procedure <br />as outlined by the Circulating Pines. If they are, this matter <br />should be returned to a work session for further discussion. If <br />the Forest Lake Times is not interested, the appointment of a <br />legal newspaper can be added to the February 24, 1992 agenda. <br />Municipal Attorney - Mr. Schumacher explained that he has checked <br />the tape of the January 6, 1992 Special Council meeting and the <br />direction given by the Council was to take the matter of <br />municipal attorney appointment to the Council Work session on <br />January 7, 1992. Mr. Schumacher explained that he thought the <br />direction of the Council was to advertise the position. The <br />advertisement was made and five (5) applications were received. <br />Mayor Reinert said his idea was to advertise and look at various <br />options for that position. Council Member Kuether said there was <br />no discussion on the matter and she felt the advertisement was <br />placed without full Council approval. <br />Mayor Reinert said he felt that some things did happen this past <br />year in terms of fulfillment of the City Attorney's obligation <br />and he felt these things were not handled properly. Council <br />Member Elliott said that she did not know enough about the <br />qualifications of a city attorney but would like to see the <br />letters that were received. She asked what would be the basis <br />for comparison? Council Member Kuether felt that loosing one (1) <br />lawsuit was not basis for replacement.
