- 228 <br />COUNCIL WORK SESSION <br />APRIL 8, 1992 <br />The senior housing proposal is for the area west of St. Joseph <br />Catholic Church. A number of people including developer, Gary <br />Uhde and Father Fitzpatrick are excited about the project and <br />have visited a senior housing complex in the City of Hugo. The <br />site meets many of the criteria including access to utilities, <br />convenient shopping and banking, and bus stop nearby. Council <br />Member Neal noted that a community room is included in the <br />proposal. <br />Mr. Schumacher explained that several actions would be required <br />by the City Council including rezoning of the property from <br />Single Family Residential (R -1), changing the TIF district from <br />economic development to residential and gathering approval of the <br />neighbors. He also noted that since the time for changing the <br />TIF district expires on July 24, 1992, the City Council will need <br />to consider setting a public hearing to change the <br />classification. <br />Mr. Schumacher briefly described a senior housing unit. It was <br />noted that the area is not well suited for commercial development <br />and that the neighbors may be more receptive to senior housing. <br />Mr. Schumacher said that he will meet with Mr. Ron Batty in the <br />near future and together they will develop a format and bring it <br />to the City Council for their consideration and to set the public <br />hearing. <br />Adult Bookstore Ordinance - It was noted that adult bookstores <br />and adult entertainment is being forced from the inner city and <br />has already appeared in some nearby suburban communities <br />including the City of Blaine. Mayor Reinert said that he would <br />like to address the concern before it becomes a problem. Mr. <br />Schumacher said he had talked to Mr. Hawkins, City Attorney, <br />about this matter and also about Police Chief Campbell's concern <br />regarding pawn shops. Mr. Schumacher said that Mr. Hawkins will <br />bring two (2) proposed ordinances on these matters to the April <br />27, 1992 Council meeting. He suggested that the City enact a <br />moratorium to allow enough time to research and pass a <br />comprehensive ordinance. There was discussion regarding how long <br />a moratorium could be enacted. Mr. Schumacher suggested starting <br />with six (6) months and extending it if necessary. He will <br />pursue this matter with the City Attorney. <br />Northern States Power Company Economic Development Luncheon - Mr. <br />Schumacher explained that he had met with a NSP representative <br />recently and found that NSP is willing the finance 25% of an <br />economic development plan for this community.
