1
COUNCIL MEETING JUNE 12, 1995
DISCUSSION OF POLICING SERVICES FOR THE CITY OF CENTERVILLE
Mr. Schumacher explained that at the Council work session on
Wednesday, the City Council was made aware that the City of
Centerville was in the process of negotiating into a long term
commitment with the Circle -Lex Police Department. Currently the
City of Centerville is under contract to the Circle -Lex Police
Department but they are negotiating to become a member of this
department which would mean a long term commitment. The City of
Centerville has representatives, Mary Jo Helmbrecht and Mayor
Wilharber who are doing the negotiations with the Circle -Lex
Police Department. Their next meeting is June 19, 1995.
At the Council work session, Mr. Schumacher was directed to call
the Centerville City Administrator, Roger Winberg and see if the
City of Centerville would be interested in obtaining a bid from
the Lino Lakes Police Department to supply police service to the
City of Centerville under a contract. Mr. Winberg indicated that
the City of Centerville had a meeting this evening and he would
discuss this matter with Ms. Helmbrecht and Mr. Wilharber to see
what their feelings are about entertaining a proposal from the
Lino Lakes Police Department for their consideration. Mr.
Winberg thought it made sense to see what service Lino Lakes
could provide and liked the idea of having a couple of proposals
to review. He said if there is interest, he would let Mr.
Schumacher know so that a proposal could be prepared and
forwarded to the City of Centerville. Mr. Schumacher also asked
Mr. Winberg to let him know "up front" if Centerville was not
interested in another proposal so that time would not be wasted
on the preparation of a proposal. Mr. Winberg will let Mr.
Schumacher know what happens at their meeting this evening.
Mayor Reinert noted that the Lino Lakes Police Department
submitted a proposal for police service to the City of
Centerville last year and although the Lino Lakes proposal was
considerably lower than the other proposal, the City of
Centerville did continue their contract with the Circle -Lex
Police Department. Mr. Schumacher felt that the City of
Centerville would want to compare the level of service that the
Lino Lakes Police Department is proposing and then compare the
costs.
Council Member Bergeson explained that one of the reasons for not
accepting the Lino Lakes proposal last year was that the Lino
Lakes Police Department has a slightly different style of
policing than Centerville is getting from the Circle -Lex Police
Department. Chief Pecchia indicated at the work session that he
was in a position to give Centerville a proposal on either style
of policing. It appears that Lino Lakes could accommodate either
PAGE 13
