1 <br />1 <br />1 <br />COUNCIL MEETING JUNE 12, 1995 <br />and practices were accessible to the disabled. This required a <br />self evaluation which can be divided into three (3) parts; <br />evaluation, plan and implement. The City hired an ADA expert to <br />assist in the self evaluation. <br />The self evaluation is complete and the City must appoint an ADA <br />Coordinator to insure the transition plan and implementation is <br />accomplished. Mr. Schumacher recommended that the City Council <br />appoint Administrative Secretary Jean Viger as the ADA <br />Coordinator. He also noted that the City has already begun <br />implementing a number of items identified in the self evaluation. <br />Council Member Elliott moved to adopt Mr. Schumacher's <br />recommendation. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />NEW BUSINESS <br />Consideration of Classification and Sale of Tax Forfeit Lands - <br />Mrs. Anderson explained that this matter was brought to the City <br />Council on May 22, 1995. Seven (7) parcels of land have forfeited <br />to the State of Minnesota because of unpaid property taxes. The <br />parcels were identified and after discussion with the City <br />Council, Mrs. Anderson was directed to get additional information <br />on the 18+ parcel described as PIN. 36- 31 -22 -14 -0004. Mrs. <br />Anderson discussed the parcel with Mr. Gene Rafferty, Anoka <br />County Land Commissioner who explained that the City Council <br />could apply for title to the parcel for the use as open space or <br />as a mitigation area. <br />Mrs. Anderson recommended that the City Council adopt a motion <br />approving the classification and sale of the seven (7) parcels by <br />the Anoka County Land Commissioner with notice stating that the <br />City would like title to Outlot A, Sunrise Meadows for drainage <br />purposes and title to Parcel PIN. 36- 31 -22 -14 -0004 for open space <br />purposes or as mitigation. <br />Council Member Bergeson moved to adopt the recommendation of the <br />City Clerk. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />Consideration of Renewal Application for On -Sale and Off -Sale <br />Liquor Licenses - Mrs. Anderson explained that the Council <br />packets contained the applications for renewal of all liquor <br />license holders with the exception of Ross' Liquors. All these <br />establishments have completed the proper application forms, have <br />filed the proper certificates of insurance and paid the correct <br />fees. The Police Department has completed background <br />investigations on each establishment and their managers. The <br />PAGE 15 <br />
