80 <br />COUNCIL MEETING JUNE 12, 1995 <br />completing the review of the Centennial Facilities Task Force <br />Report as it relates to the proposed school facility on Elm <br />Street, City Staff met with school representative to discuss the <br />impact and planning issues for transportation and utility <br />systems. Based on the complexity of the issues impacting the <br />proposed school site, Staff felt that a feasibility report <br />addressing all issues in a detailed manner would be necessary in <br />order to establish reasonable costs related to the development. <br />Therefore, Superintendent John McClellan has requested a <br />feasibility report to address the issues previously mentioned. <br />Mr. Powell explained that the studies would include a roadway and <br />utilities study to evaluate how the site would be served and what <br />roadway access would be provided for the school. The traffic <br />study would evaluate the impact a new school would have on Lake <br />Drive and Elm Street. Mr. Powell noted that Elm Street will <br />become a City street this fall. He also noted that he has <br />contacted David Mitchell at OSM and has given him some background <br />information because these feasibility reports will be assigned to <br />him. <br />Mr. Schumacher told Mr. McClellan that the City would handle this <br />matter in the same manner all other improvement projects are <br />handled by the City. The school district will be responsible for <br />paying the costs of the feasibility report. <br />Council Member Bergeson asked what the studies will cost. Mr. <br />Powell estimated that the two (2) studies would cost between <br />$15,000.00 and $25,000.00. If a roadway does proceed to serve <br />the school site, it would be a State Aid road. The feasibility <br />costs would be reimbursable by State Aid. Mr. Powell explained <br />that he has not reviewed the scope and the detailed estimate with <br />Mr. Mitchell yet, and hesitated to give a specific dollar figure. <br />Council Member Bergeson noted that when the new school was built <br />on Birch Street, the City was asked to make some accommodation on <br />fees. He asked if a similar request will be coming for this new <br />site. Mr. Schumacher said that it is to early in the planning <br />process for these types of discussions. The School District <br />still has a number of issues to be addressed. They will be <br />conducting a survey to get community input on the size of the <br />referendum proposed for this fall. The District probably will <br />not be addressing City building fees until after they know for <br />sure that they will be starting construction on the Elm Street <br />site. <br />Council Member Bergeson moved to adopt Resolution No. 95 - 74. <br />Council Member Elliott seconded the motion.
