297 <br />7/10/72 <br />Mr. Jaworski moved to authorize Mr. Locher to see if he can find any existing <br />ordinances on this. Seconded by Mr. Marier. Carried. Mr. Cardinal felt the <br />nuisance ordinance would handle the sign problem. <br />Mr. Zelinka reported that due to vacation conflicts he was having a problem <br />getting together with the Personnel Commission for a meeting on the requirements <br />for a full time man. However, he will set this up with Mr. Carey within a week. <br />He asked Mr. Jaworski to sit in and give information on duties, etc. He hoped <br />they could meet on August 6th and have something to present by the second <br />Council meeting in August. <br />On Mr. Locher's recommendation, Mr. Marier moved to allow Mr. Locher to take a <br />copy of our ordinances to the Anoka County Law Library and that the Clerk keep <br />them up to date. Seconded by Mr. Cardinal. Carried. <br />Mr. Locher read a letter dated June 29th by Loosen Plumbing & Heating regarding <br />the damage to the new pumphouse caused by vandals. Mr. Gotwald'stated that <br />someone had thrown rusty water on the surface which stained the epoxy cement; <br />as the stain would not come out, this resulted in having to chip out the epoxy <br />and refinish the spot. He noted that the insurance company would definitely <br />have to pay for this as we have not accepted the pumphouse. Mr. Locher said <br />he had the deeds ready, but until we have final approval by the Engineer he will <br />not draw up the acceptance papers. Mr. Zelinka commented that it was funny they <br />hadn't dealed the surface; Mr. Gotwald said it is a 3M product they don't seal. <br />Mr. Locher reported attending a meeting of municipal attorneys at the Bar con- <br />vention where they were told that there are Federal funds available for pol- <br />lution control abatement which we could receive for sewer interceptors. We <br />could apply while we are waiting the determination of the Metro engineering <br />study; such petitions are acted on in 30 days. There is no money for laterals. <br />Mr. Gotwald reported on the Metro Sewer Board Sewage and Waste Control Regula- <br />tions, noting that it deals only with Metro lines, and since we have no Metro <br />lines and no utilities ordinances this can be set aside. He stated that he had <br />completed copies of a utilities ordinance and sent it previously to the Attorney <br />and Council for review. He commented that although penalties and costs would <br />be received, it will cost us something to investigate and for legal fees. He <br />stated that none of the other minicipalities he checked with have adopted this <br />per-se, but have most of the regulations in their own ordinance. Mr. Bohjanen <br />asked Mr. Gotwald if he was recommending that we hold back until we have our own <br />system. Mr. Gotwald said Yes, and that we should police the industrial wastes <br />when they come, but we can have our own local ordinance to cover this. <br />Mr. Zelinka moved that the Clerk send a letter to the Metro Sewer Board telling <br />them that we received the copy of the regulations and are considering them. <br />Seconded by Mr. Jaworski. Mr. Marier thought this letter had been authorized <br />at the last meeting. The minutes were checked. Clerk said such a letter was <br />suggested but she was not instructed to write one. Mr. Zelinka withdrew his <br />motion and then moved to have the Engineer draft a letter to be sent to the <br />Metro Sewer Board indicating which document had been received and stating it <br />was being held for the present time. Seconded by Mr. Jaworski. <br />Mr. Jaworski felt that it should be definitely stated in the minutes tha the <br />Clerk is directed to write a letter. Mr. Marier asked Mr. Bohjanen if he want - <br />ed a motion on every letter to be sent. Mr. Bohjanen felt ti would clarify <br />things on this one. Mr. Zelinka agreed, saying that we want to keep MSB off <br />our backs by letting them know -we received it and what our position is. Mr. <br />Marier asked Mr. Bohjanen if he is establishing policy that we make a motion on <br />all letters that we want written. Mr. Bohjanen stated that we have to specify <br />
