7/10/72 <br />299 <br />Mr. Bohjanen read a letter from Mrs. Edward L. Schneider inquiring whether they <br />could put a mobile home or build a 21 car garage on their lot at 6857 Lakeview <br />Avenue to house her mother -in -law, and noted that we have allowed some trailers <br />in an eiergency. Mr. Jaworski asked Mr. Gotwald how the State code affects <br />trailers. Mr. Gotwald said they are working on a comprehensive construction <br />code. Mr. Locher and Mr. Marier noted that the State is splitting the zoning <br />and construction sections and that we can regulate such things as we have a <br />zoning code. Mr. Marier moved that we sbnd this matter to the Panning and <br />Zoning Board for a recommendation, and that a letter be sent to the Schneiders <br />asking them to appear. Seconded by Mr. Cardinal. Carried. <br />Mr. Bohjanen asked the Clerk to read a letter received from Congressman Blatnik <br />on senior citizens' housing; this will be filed. <br />Mr. Bohjanen asked if anyone had attended the Forest Lake meeting on a Community <br />Services Director. Mr. Cardinal said he was unable to attend and had called the <br />Chairman of the Park Board, but he couldn't attend either. Mr. Bohjanen said he <br />had received notice too late and couldn't go. Mr. Marier said he did attend <br />and gave a report noting the following: <br />1. The community school program would use the facilities available, such as <br />schools and parks and keep them open at the convenience of the program. <br />2. They will expand the activities for the elderly and middle -aged; this <br />would be close to the concept of adult education. <br />3. They plan to hire a Director at about $10,000; half of that is available <br />4. Wyoming, Forest Lake Village & Township and Scandia are definitely <br />interested, <br />5. There will be an advisory board for each area. <br />6. They thought something could be worked out with the Centennial and White <br />Bear school districts so that all in Lino Lakes could be involved. <br />7. They plan to levy one mill to finance the program this year. <br />Mr. Marier felt the questions were whether Lino Lakes wants to be involved, <br />what the cost will be now and in future years; and how to work something out <br />with the other school districts. There was discussion. Doris Pease gave <br />details on programs in Anoka School District, Blaine and Centennial. It was <br />decided that Mr. Marier should attend the next meeting at Forest Lake and get <br />answers to our questions. Mr. Bohjanen and Mr. Jaworski both expressed a wish <br />to go also. <br />Mr. Bohjanen noted that we had received a letter from the County on what they <br />have for joint - purchasing. Mr. Jaworski didn't feel they had much and that <br />they should have items such as tires and police cars. Mr. Bohjanen thought we <br />could talk to them about expanding their list. <br />Mr. Bohjanen asked of small purchases in the garage couldn't be worked out on a <br />petty cash basis, so that the requisition could be brought in when the total <br />came to $25.00. There was considerable discussion on how to handle this. It <br />was finally decided that the $25 petty cash funds should be used and replenished <br />when gone; no requisitions would be necessary for these items. The Clerk was <br />asked to work out a written procedure for handling all purchases. <br />Mr. Bohjanen had talked to Mr. Locher about a fire contract which had been re- <br />cently drafted between the Treatment Center and the Village of Circle Pines. <br />He felt that they should have informed us and Lexington that they were working <br />on such a contract; this had been handled poorly. Mr. Locher stated that the <br />Treatment Center can act as an individual in contracting for fire service over <br />and above those provided by the community. Mr. Bohjanen noted that the Lexington <br />Mayor had commented that he didn't know how the Administrator at the Center <br />could negotiate the contract when it had to go through the State before. <br />
