The Clerk read the police reports for June. <br />7/10/72 <br />Mr. Bohjanen reported that our Civil Defense had attended several parades on the <br />Fourth of July and the float had taken top honors at Blaine and the North Subur- <br />ben Parade. He had heard many remarks made by high officials that'we must <br />have a good organization to put something like that together. He felt it made <br />good advertising for Lino Lakes. <br />The comprehensive sewer plan was discussed. Mr. Gotwald noted that under PCA <br />regulations no extension on any existing or new sewer facility is allowed unless <br />we have an approved comprehensive sewer plan. He thought we might be able to <br />get around this if we had an emergency. He stated that this must be tied into <br />a land use plan, show direction of flow, size of pipes, rate of flow and future <br />population, all to be tied into the zoning and based on ultimate use. The plan <br />must be approved by the Metro Sewer Board, the Metro Council and the PCA. <br />Mr. Gotwald had researched the costs on such plans; some firms had based their <br />cost on 1% of the total estimated construction cost. He felt Carley could do <br />the entire plan for _$4000- $4500. His firm has done wprl pm the perimeter of <br />the Village and is familiar with the sizing in adjacent lines. They made the <br />comprehensive plan for White Bear Township. <br />Mr. Jaworski asked what would happen if the land use map were to chance after <br />we adopted a comprehensive sewer plan. Mr. Gotwald stated that all land use <br />plans are in a state of flux and so are the sewer plans. However, most changes <br />involve only a small area of theltotal. The pipes are oversized by 100 %,so <br />that most changes can be accommodated withour problems. <br />Glenn Rehbein wished the Council would act on a comprehensive sewer plan so he <br />wouldn't have to wait another 2 years for sewer in Shenandoah. He noted he had <br />received the PCA letter in January and we haven't moved on it. According to the <br />letter Mr. Locher read, money is available. He felt we should get the plan for <br />$4000 as it would probably cost $10,000 next year. Also, we have to think of <br />what we must do when we take over Jandric;s sewer as the taxpayer's won't pay for <br />hauling that every day. <br />Mr. Zelinka asked if there was any work Mr. Gotwald could do before getting the <br />land use plan as some areas like Lakeview will stay the same. Mr. Gotwald said <br />they have a pretty complete plan of the NW area of the Village which was author- <br />ized in 1964, and some other work is done like Shenandoah. There was more <br />discussion. <br />Mr. Jaworski moved to table the comprehensive sewer plan until after the various <br />Boards have met on the open space and land use plans. Seconded by Mr. Marier. <br />Carried. <br />After discussion, Mr. Cardinal moved to authorize the charge for assessment <br />searches be set at $4.00. Seconded by Mr. Jaworski.
