7/24/72 <br />Mr. Jaworski reported that they had started sealcoating on the roads today, but <br />they must wait until it dries out a bid before starting on Ware Road as it is <br />too wet to put oil in there now; perhaps by Friday. <br />Mr. Marier asked if the paper work had been done on Peltier and Holly. Mr. <br />Locher said that we still need a deed and that a new legal description had to <br />be drafted as the old one was bad. Also, we have no need for more than 33' <br />width along the water since it would involve tearing out trees and would put <br />the road in Mrs. Wilhelmy's yard. Some trees (mostly dead) will be removed. <br />One land- locked parcel in the name of May Cardinal will result from the new <br />legal. <br />5 <br />Mr. Jaworski noted that we were only going to do the work from the bend north. <br />Mr. Locher said Yes, but we must straighten out the legal description to satis- <br />fy the torrence title. Mr. Marier felt we shouldn't have to wait for that. Mr. <br />Locher stated that Mrs. Wilhelmy's attorney won't let her sign any papers until <br />everything is straightened out. There was more discussion. .Mr. Jaworski asked <br />if there was anything wrong with dumping riprap; Mr. Locher said No, that the <br />sooner they get it in the better. It was felt that the riprap could be covered <br />later to look better. Mr. Locher was advised that R. A. Matthews had bought <br />the Louis Proulx parcel. <br />The-hearing for the variance request by Rodney Youngbauer for a beauty shop in <br />a residential home was called to order at 9:10 P.M. Mr. Marier stated that the <br />P &Z requested the feeling of the Council as to how we would approach a request <br />for a special use permit to have a salon in their home. The P &Z was in accord <br />to allow this; the question hinges on the type of house they are going to build. <br />The house will be located north of Mary Domnibg's place. A list of neighbors <br />who agreed to the salon was presented, this to be filed. Mr. Marier noted that <br />Mr. Youngbauer must request a variance for the land which has 150' frontage but <br />is less that 21 acres. <br />Mr. Cardinal said he has no objections if the neighbors don't object. Mr. <br />Marier noted that Youngbauer must furnish a turnaround which he has agreed to <br />do. Mr. Marier moved that the Council go on record that we are in accord with <br />Mr. Youngbauer's request for a special use permit for a beauty shop in his home. <br />Seconded by Mr. Cardinal. Carried. Mr. Jaworski wondered if Mr. Youngbauer <br />realized that he will have to come for the special use permit when he gets the <br />house built. Mr. Youngbauer was reminded that he must apply for a variance and <br />that he must make application for the building. Mr. Jaworski moved to adjourn <br />the hearing at 9:16 P.M. Seconded by Mr. Cardinal. Carried. <br />Mr. Marier reported that Forrest Tagg had appeared at the P &Z meeting to dis- <br />cuss the blacktop for his driveway to the motel. It had been decided that he <br />must go by the code and put in 3" of blacktop over a 9" sub base, curbs and <br />gutters, with the cost incurred by himself for his .project. There was some dis- <br />cussion. Mr. Marier moved that we uphold the code in respect to the blacktop <br />road for Mr. Tagg. Seconded by Mr. Cardinal. Carried with Mr. Jaworski voting NO. <br />Mr. Marier reported that Steve Krause, who had requested a variance to live in <br />a basement, had cancelled out of the meeting, deciding to complete the house. <br />Mr. Marier reported that Tom King, along with 2 other gentlemen, had attended <br />the P &Z meeting to give details of the horse operation they wish to conduct on <br />the Qualle farm on 24th Avenue. Thye presently operate the Carriage House <br />Stables in Forest Lake on rented property which is now being sold. Mr. Marier <br />gave details from the P &Z minutes. Mr. King, along with Don Rich, Mr. Stein- <br />
