6 <br />7/24/72 <br />kraus and Mr. Groshen, showed drawings of the proposed 80`x200'- building they <br />Wish to erect, and the layout of the arenas and show rings. <br />Mr. Rich stated they wished th have the Council's feelings on allowing a special <br />use permit for the - arena, which would house one large show per year with no <br />admission charge, before they purchased the land on'which they have earnest <br />money down. Mr. King state d that he had talked to Mr. & Mrs. Lauer and Mrs. <br />L'Allier, all of whom were favorable to the operation. He was advised to talk <br />to Mr. LeMere also. <br />Mr. Marier moved that we go on record as to okay a special use permit for Car - <br />raige House Stables upon their application and hearing, according to the codes <br />of the Village. Seconded by Mr. Jaworski. Carried. <br />Mr. Locher _noted that a public hearing on the permit was necessary and that <br />land owners withing 300' must be notified. Mr. Rich asked if we would notify <br />the people across 24th Avenue in Hugo ans was told No. Mr. Locher said that <br />the hearing for the special use permitdoes not have to go back to the P &Z. <br />The hearing was set for August 14th at 8:30 P.M. before the Council. Mr. Rich <br />as advised to have his plans in at least 10 days before the hearing so that <br />they could be sent to the Planner and Engineer for approval. <br />Mr. Marier reported that the Clerk had asked the Edward Schneiders to appear <br />at the P &Z meeting concerning their request for a trailer or a 21 car garage on <br />their property, but they had not wished to attend at this time. The P &Z advised <br />the Clerk that the sixe of trailers outside of a trailer park was not governed <br />under the new State Bldg. Code. <br />Mr. Marier reported that the P &Z had discussed the 100' sign variance request <br />for Skelly again, noting that Skelly has a variance to increase the present <br />sign to 65' now. The P &Z had felt that as some trees had been cleared off and <br />there is a sign that says Skelly & Food, that the 100' sign was not needed. Mr. <br />Marier moved that the Council meet with the recommendations of the P &Z on this <br />stand and refuse the 100' sign for Skelly Oil Co. Seconded by Mr. Cardinal. <br />Carried. <br />Mr. Marier noted that there was another request for a 100' sign from Forrest <br />Tagg; the location has 60' trees so that a 65' sign is not good as far as vision <br />The P &Z had suggested that Mr. Tagg contact the Out Post to see if he can share <br />their sign; this would be lucrative for Mr. Tagg as the 100' sign post alone <br />would cost $18,000. Mr. Tagg stated that he had talked to the owner of the Out <br />Post today and yesterday, but that he thought that another sign next to his <br />would throw his off. However, the owner said he woild like to relocate his <br />sign closer to the Lake Drive exit, but he hasn't been able to get one yet. If <br />he can get one, he will sell the current sign to Mr. Tagg. Mr. Marier asked <br />Mr. Tagg if he had pointed out the sign laws to the owner; Mr. Tagg said No, as <br />he didn't know the laws in Blaine. <br />Mr. Tagg indicated that he would like to get another sigh location along 35W. <br />Mr. Marier noted that we didn't know what had happened on our sign code certi- <br />fication. Mr. Locher stated that he had not yet been able to reach Mr. Wasik <br />on this; he was supposed to have sent us written changes back in May. Mr. <br />Tagg also wanted another sign on his property; Mr. Locher said that since the <br />signfor which the variance is requested is a business sign, that there doesn't <br />have to be 1200 feet between them. Only location signs must have the 1200' in- <br />terval. <br />
