16 <br />8 /14/72 <br />Mr. Cat inal noted that a call had been received from Mr. Meuwissen of the St. Paul <br />Water Department on our providing plans for future development of land we lease on <br />Baldwin Lake. If we don't provide concrete plans they may terminate the lease as they <br />keep getting complaints on people dmmping things on the property. This was discussed. <br />Clerk was asked to send a letter tothe ,St. Paul Water Department asking them to <br />consider a 25 year lease which would give us time to develope something in that <br />area, as it is not feasible to spend any amount of money on it if they can <br />terminate the lease with just a one -year notice. <br />Mr. Cardinal mentioned that the rules and regulations adopted by the Rice Creek <br />Watershed Board had been published and we would receive them. Clerk said they <br />were received and copies made for the other members. <br />The hearing on a request by Thomas M. King for a special use permit to operate <br />Carriage House Stable was called to order at 8 :35 P.M. Mr. Cardinal asked Mr. <br />Kind if he intends to move the present barn towards the back of the property, and <br />was told Yes. Persons in the audience asked how he could move such a big building, <br />Mr. King said that they would only move the top of the barn, not the foundation. <br />Mr. Locher read the notice of the hearing and the affidavit of mailing. Persons <br />in the audience who complained that they did not get notices of the hearing were <br />told that it was because their property was not in .Anoka County. <br />Mr. Locher read Mr. Van Housen's letter which recommended that the developer <br />give a planting easement along the freeway, planting either 1 1/2" caliper green <br />ash, 30' on center, or 3' high conifers (Norway Pines), 15' on center, prior to <br />or at the commencement of construction. <br />Mr. Gotwald gave a verbal report on Mr. Kings plans, notng that the contour map <br />provided was suitable. He notd that, although the stable will be built in an <br />area which is depressed two feet from the surrounding grade, any drainage from <br />the stable will eventually reach Hardwood Creek, although it would be self treated by <br />that time. He suggested that we approve the permit subject to approval of the <br />County Health Department. There is no indication of sanitary facilities on <br />the drawings. <br />Mr. King and Mr. Rieck answered several questions, noting the following: <br />1. Sanitary facilities will be considered in the future as a small addition <br />to the stable structure, and will comply with all regulations. <br />2. The horses are not fed outside, are not pastured; there will be no feed lot. <br />3. All manure will be spread in the fields; there will be no stockpile. <br />4. The horses definitely will not be ridden on 24th Avenue. <br />5. Eighteen horses will be moved to his loction of the stable, there will be <br />30 or 40 horese at the most. <br />6. Some 60 acres are involved; the location of the stable was chosen because <br />of the grade. <br />7. The operation is raising & training show horses and for children learning to <br />ride. <br />8. There will be one major show per year, which is really a get to- together <br />to show the children's progress; it is non - profit and reciprocates his <br />attendance at shows elsewhere. There will be two shows per year at most <br />and they may not have the first one for a year or so. <br />
