8/28/72 <br />talked to Mr. Nasik and found that we can issue licenses for signs, but on through <br />highways the land must be zoned commercial. Mr. Wasik hadn't written yet as his <br />III office had run into couple of snags and was waiting for answers from the Attorney's <br />General's office. Mr. Marier noted that the P &7 thought it would help if the Mayor <br />sent a letter personally. After discussion, Mr. Bohjanen said he would draft a <br />letter to Mr. Wasik. <br />1 <br />1 <br />Mr. Marier reported that the P&Z suggested that something be done about several <br />re- zonings which had been granted in the past, and on which land no construction <br />had taken place in the 12 month period allowed in the zoning code. After discussion <br />it was decided that letters would be written to all who had received re- zoning more <br />than 12 months ago asking their intentions as to building. Mr. Locher stated that the <br />re- zonings were not automatically void. but that the Council would have to pass <br />ordinances repealing the re- zoning ordinances. <br />Mr. Marier reported that there was a general P &7 discussion on the mining of Village <br />lands, noting that the ordinance requires a.permit to mine. Mr. Locher stated that <br />the ordinance left the fee to be determined by resolution. This was discussed at <br />length with Francis Burque and Clyde Rehbein. Mr. Cardinal moved to set the permit <br />fee for mining dirt at $100 plus 15 per yard, with the yardage to be determined by the <br />'Engineer; the 6100 to include $10 for the Clerk's fee for the permit; all costs be taken <br />out of the $100; however, if the costs amount to more than 6100, then this should come <br />out of the yardage fees. Seconded by Mr. Marier. Carried. Mr. Marier felt that <br />Francis Burque should like to apply for a permit if he has anything going on at present. <br />Mr. Marier reported that the P &7 suggested that Mr. King present elevations for the <br />drainage on his horse stable in detail on his prints. A letter will be sent. <br />Mr. 7elinka reported that the Personnel Commission had written the specs for a utilities <br />maintenance man around the job, not around the man. He had hoped that Mr. Gotwald would <br />be here since the Commission had asked him for suggestions on the specs for the lift <br />station and pumphouse work. However, he asked the Council to take specs under <br />consideration subject to amendments. <br />There was some discussion. Mr. 7elinka noted that the salary range had come from <br />industry rather than municipal scale since they felt they would rather see a qualified <br />man come from industry with the necessary capabilities. Mr. Marier wanted to do some <br />research on the going municipal rates, stating that we don't have much room for <br />negotiation in the range as set. This will be put on the next agenda. <br />Mr. 7elinka felt the Council should think about setting a maximum amount aside for the <br />repair of vehicles in an amergency and discuss this later:,, <br />Mr. Locher reported that he had been contacted by Mr. Charles Leckie, Jr., about a <br />variance on a parcel of land, 110' x 331', less than 21/2 acres and 150' frontage, <br />on which he had been given a building permit in April of 1970, but which he could not <br />sell until the matter of a variance was straightened out. Mr. Locher noted that the <br />contract had been recorded on Feb. 23, 1966 and the deed recorded on January 26, 1968. <br />Mr. Leckie noted that his father had acquired a parcel `lest of his at that time, but <br />had since sold it. After discussion, Mr. Cardinal moved that the matter come before <br />the P &7 so they can look at the variance request. Seconded by Mr. Marier. Clerk asked the <br />reason for sending this to the P &7 as the house was already constructed. Mr. Marier <br />stated that there was a vacant lot on each side of the parcel. Motion carried. The <br />hearings were set at 8:15 P.M. before the P&Z on September 20th and the Council on <br />September 25th. Mr. Locher stated that this was needed for closing on the house. <br />Mr. Locher read a letter from a Robert Bertrand dated August 15th, concerning speeding <br />on Ware Road. Mr. Myhre stated that he had seen Mr. Bertrand and helped him draft the <br />letter. The problem was in identifying the driver. Mr. Myhre noted that most of the <br />
