Mr. Locher felt that Mr. Myhre could accompany <br />Mr. Bertrand to the home of the car's owner, and if he could identify that person as <br />the driver, Mr. Myhre could write him a ticket for careless driving. There was some <br />discussion. <br />Mr. Locher reported that he had the acceptances of roads to be signed on the Miller <br />Road (81st St. West) and the extension of Baldwin Lake Road. <br />Mr. Locher had copies of the injunction issued against Circle Pines Utilities <br />serving Molin Concrete with natural gas, and read portions of the findings. He <br />noted that this injunction had been served a week ago Saturday, and North Central <br />Public •service began service to Molin on that date. He noted that Circle Pines can <br />appeal this decision, and that Circle Pines cannot charge any costs in this case <br />against the Lino Lakes portion of the gas system. <br />The possibility of having previous such costs removed from our portion of the system <br />was discussed also. It was decided that we would check on the exact amounts and dates <br />of any previous costs billed against the system, and if the amount was substantial, <br />to possibly go to court to have them removed in view of the outcome of this case. <br />Mr. Bohjanen offered to get the information. <br />Mr. Locher stated that we need a resolution of acceptance of the agreement on the <br />Wilhelmy deed so that he can proceed to draft the acceptance of the deed. Mr. ' elinka <br />asked if the road was what we wanted; Mr. Locher said there was no sense in building <br />a 66' road in that location as the house is too close to the road and it would create <br />a hardship for Mrs. Wilhelmy. The Engineer had said this was acceptable. Mr. ?elinka <br />moved to authorize the Mayor and Clerk - Treasurer to sign the agreement for the.roadway <br />from Mrs. Wilhelmy. Seconded by Mr. Cardinal. Carried. <br />Mr. Charles Cape, CD Director, commented on the proposed marking system for household <br />items. He asked for permission to order the stickers and to join the national group. <br />The CD thought 3 marking tools would be sufficient. Mr. Marier moved to authorize the <br />Civil Defense to go ahead with the Operation Identification program and to get the <br />stickers as requested. Seconded by Mr. Cardinal. Carried. <br />Mr. Cape read the CD activities report during the past quarter. He noted that the <br />CD would like to give a Halloween party for local children instead of having them go <br />out for tricks or treats due to reports of dope and other things being added to food. <br />The CD would donate some of the food and ask for contriubtions from merchants; there <br />would be no concessions. <br />Mr. Cape stated that the CD recommended that an ordinance be adopted on requireing <br />mobile homes to have certain tie downs to protect them in high winds. <br />Mr. Bohjanen stated that Skyline Auto Body is still hauling in garbage, and that they <br />had promised to stop this when they got the building permit for the paint shop addition. <br />He noted that he had tried to call the County on this as they gave the dumping permit <br />in the first place. It was decided the Mayor should make the necessary contacts to have <br />Skyline tagged for the dumping. <br />Clerk stated that she had called Mrs. Donald Opp and was told that they may sell their <br />trailer and would like the matter of getting a 90 day permit dropped for now. <br />After discussion, Mr. Marier moved to drop consideration of membership in the Metro <br />League of Municipalities.
