30
9/11/72
of town. Mr. Locher reported that the deeds for the street were on file as of
12/23/49; it is a 66' dedicated roadway but has never been located. Mr. Gotwald
said it would be relatively easy to find since it is near the Lino Park and we have
a survey on that. Mr. Gotwald suggested that we use a line stake survey on Lois Lane.
Mr. 7elinka moved to have Mr. Gotwald do a line stake survey on Lois Lane. Seconded
by Mr. Marier. Carried. There was more discussion on the problem of the boats.
Mrs. Anderson asked if Mr. LeVesseur would receive notice to move the boats.
Mr. Bohjanen told her yes. Mr. Zelinka amended his motion to include having the
work done this week. Seconded by Mr. Marier. Carried.
Mr. Marier reported that there had been no P&Z meeting but there had been a house
moved in the Village without a permit and was in violation of our Ordinance. Mr.
Bohjanen had tried to contact the Safeway Movers but had been unable to. The house
should be tagged by Mr. Dupre for no building permit, no moving permit and no plumbing
permit.
Mr. A. Arnold was in the audience and said he had put (R500 down on the house and would
buy it to put on his own foundation if permits would be gotten by the movers. He had
a percolation test done on his property on Co. Rd. J today. He tisked if the house
has passed the inspection. Mr. Dupre said the house was in pretty good shape but needed
to be rewired, a new roof, some new plumbing and possibly new siding. Mr. Locher said
the last time we had a problem with this mover he was taken to court and was only
fined $25.00; maybe he considered ti cheaper to pay the fine then to take out the
necessary permits. Mr. Zelinka asked who should contact Safeway Movers; can we direct
the Police Chief to contact them?
Mr. Zelinka asked if it was necessary for Mr. Arnold to go before the P&Z was told
No. Mr. Jaworski asked Mr. Marier his opinion of the house. Mr. Marier replied that
it needed to be brought up to date. Mr. Marier said that it does not meet the building
code as far as the required square footage is concerned. There would have to be an
addition to the house to bring it in line with our building code. The first thing
to be done however, is a permit must be obtained by the mover. Mr. Jaworski informed
Mr. Arnold that the Village required him to post a performance bond or to deposit 1 1/2
time the cost of repairs with the Village to insure that the work would be done. Mr.
Arnold said he was planning to put about $4000 into the house and that he didn't have
15000 to put on deposit. He said if he had to go through all that trouble just to
forget the whole thing and he left.
Glenn Rehbein asked about the house that moved in on Sunset over a year ago and still
isn't finished. He thought that we should require these houses to be finished within
a certain tine limit or else the contractors ehould be allowed a leeway also. There
was discussion on the Ken Gourley house and the time limit will be checked before the
next meeting.
Mr. Locher said we should issue a citation to Safeway Movers. Mr. Cardinal moved to
have the Police to tag the house. Seconded by Mr. Zelinka. Carried.
Mr. Marier attended the meeting of the NSSSB and presented a copy of their resolution.
The clerk will make copies for the other Council members. They have come up with a
new concept of cost worked out by a new formula. This will be discussed further when
more information is available. Mr. Jaworski asked if we were not supposed to receive
copies of their minutes. Mr. Marier said Yes, but this was the first meeting in about
2 1/2 months.
Mr. Gotwald reported on the allocation report. There was discussion on this. The
Clerk was instructed to make copies of the last portion of the report for the Council
members. Mr. Bohjanen asked about the study completion. Mr. Gotwald said it was
supposed to have been finished by the middle of August but now he thought it would be
finished by the middle of September. Mr. Bohjanen asked if our area qualifies for
Metro Benefits more now. Mr. Gotwald said the main issue is the water supply and
