9/11/72 <br />that any grant would not be given to local municipalities but to the MSB. I f the <br />allocation report is turned and it might be, then they go back to the reserve capacity <br />concept. Land use plans is necessary for this. The population growth prediction for <br />the year 2000 could possibly decrease thus lowering our cost. The comprehensive sewer <br />plan and the land use plan must tie in together. Mr. Marier said that the Park Plan <br />Host be taken care of first. The Fnviromental Commission and the Park Board must get <br />together. There is a special meeting set for the 13th of September. Mr. Zelinka asked <br />Mr. Marier and Mr. Gotwald if the comprehensive plan is not concerned more with the area <br />around the lakes. Would the change of a few acres one way or the other make that <br />much difference. Mr. Marier said you must have both plans. Mr. Gotwald said some of <br />the work on the comprehensive sewer plan had been done. Some of this could be put <br />on maps. The total cost estimate was from 44500.00 to $5000.00. This would be a <br />complete study in book and map form necessary to tie into existing zoning and proposed <br />land usage. It could be started now but would not be completed until the land usage <br />map is completed. Mr. Gotwald said the work he has already completed would come to <br />about '3500.00 and it would cost about $1500.00 to finish. A land use plan from the <br />Planner would cost about the same amount. <br />Glenn Rehbein thought that we should be moving on our plans. V e are in the same <br />place we were last spring; he can't sell houses until he gets sewer in his project <br />and would like to see some action taken instead of tabling these things from meeting <br />to meeting. <br />M�. Jaworski moved to authorize the Engineer to start the Comprehensive Sewer Plan' <br />for the Village. seconded by Mr. Cardinal. There was discussion. 1Mr. Gotwald said <br />this would indicate that we were making our own plans to the MSB at their meeting on <br />the 14th. Mr. Marier thought we were doing things backwards and the delays were not <br />due to lack of Council action. We can make a study and if it doesn't meet the MOB re- <br />quirements then we have to do the study all over; s'e're spending too much money for <br />nothing. Mr. 7elinka asked if the plan would have any influence on the MSB. Mr. <br />Marier said No. Mr. Gotwald said sewer plans must be submitted by all communities. <br />Mr. Zelinka asked if the comprehensive land use plan is being used as a delaying tatic. <br />Mr. Gotwald said No, that the location of the interceptor would not change that much; <br />that the main interceptor could be moved in either direction and that the exact <br />location wouldn't be known until the land usage plan was completed. Glenn Rehbein <br />asked when the Park Board could get started on this. Mr. Al Ross commented that he <br />thought the Council was moving in the right direction on this and that any money <br />we have spent on it so far was not wasted. <br />Mr. Jaworski called for a vote on the Motion. Motion carried with Mr. Marier voting <br />No. <br />Mr. ?elinka reported on the Capitol Improvement meeting to be held on September 14th. <br />He asked if it would benefit our Village if Mr. Locher were there. Mr. Zelinka <br />moved to authorize the Engineer and the Attorney to attend this meeting in behalf of <br />the Village. Seconded by Mr. Jaworski. Carried with Mr. Marier voting No. <br />Glenn Rehbein asked of these two people two people would speak in favor of the sewer <br />interceptor for our Village. Mr. Bohjanen asked for the Council's feeling on this. <br />Mr. 7.elinka felt he needed to know more before he completely endorsed the plan but <br />didn't think we should throw any road blocks in the way of the interceptor. The <br />general feeling of the. Council was to listen then make a decision. Mr. Locher said <br />that he was waiting for the study to be completed by a Mr. Carter. Also, if there is no <br />joint interceptor, the MSB can run the interce ptor up to your boundaries and you <br />must do the construction from that point. There was more discussion. The Council <br />was told that this is just a hearing and there will be more meetings scheduled. <br />Mr. 7elinka reported on the meeting with the Personnel Commission to draft a job <br />description for the full -time man. Mr. Gotwald has the general outline for <br />certifying public works people including the new regulations. He will mail this to <br />us. <br />
