9/11/72 <br />Mr. Jaworski said the salary range was such as to avoid compensatory time. The <br />man must be able to do the book work and also manual labor. This has been <br />discussed with Mr. Backlin and he was interested in the job. The Council accepted <br />the job description with the correction. Mr. Marier asked Mr. Locher if the <br />statues require us to advertise for employment. Mr. Locher said Yes, that it was <br />proper. <br />Mr. 7elinka moved to amend Ordinance No. 43A adding the "Working Supervisor or <br />supervisor" clause in the excepting portion of section 12. seconded by Mr. <br />Cardinal. Carried. <br />Mr. 7elinka moved to acdept the corrected copy for Full -Time public Works Working <br />supervisor. Mr. Cardinal seconded. Carried. <br />Mr. 7elinka reported that they are working on a standard form for all applications <br />for Village employment. This should be finished in about a month. <br />Mr. 7elinka reported on the resignation of Mrs. June Emerton as Clerk /Treasurer <br />of the Village. Her job description was discussed. Mr. Zelinka said he was sorry <br />that we lost her at this time. He would like to have the Council consider a motion <br />to reject her resignation subject to review by the Personnel Commission. Mr. Bohjanen <br />said he had asked her to stay; ne felt that with elections this year, the special <br />meetings and the budgets meetings that it would be a bad time to lose a Clerk. Mrs. <br />lmerton feels there is too much work and not enough help. Mr. Bohjanen had asked <br />Mrs. sarner to fill in in order to insure continuity in the office. The present <br />Deputu Clerks have very limited day time hours. He would recommend that we run <br />this through the Personnel Commission and try to get her to remain. <br />Mr. Marier felt that since this was the second time she had resigned that we should <br />accept her resignation as she evidently was not happy in her job. He also felt <br />that a person that was not satisfied in their job would not be good for that job. <br />He thought she had done an efficient job of running the office of Clerk /Treasurer <br />but if she was bettering herself then she should be allowed to do this. <br />Mr. Cardinal asked what happens on Friday if we reject her resignation - we could be <br />without a Village Clerk on Monday morning. <br />Mr. Marier felt that before the hours were extended to full time that the work was <br />being done a part time basis. If it could be done then with fewer hours why is there <br />such a work load now. Hes the load increased that much or was the Council that far <br />off in their estimatinn of the work and time involved. <br />Mrs. ?elinka asked if the position must be filled by a resident of the Village. <br />She was told No. She then suggested that perhaps we would have to look further <br />in order to find a qualified person. <br />Mr. Marier felt that there was an emotional problem here and not necessarily <br />Mrs. Emerton's. He wondered if we would be doing her a favor or not by asking <br />her to stay. <br />Mr. 7elinka moved to reject Mrs. Emerton's resignation. seconded by Mr. Cardinal. <br />Carried. <br />Doris Pease suggested that instead of a legal ad that the position should be <br />listed in the classified ads as that is where people interested in jobs look. <br />Mr. Locher was asked if we have to advertise in our legal paper and answered No. <br />Clyde Rehbein suggested that sometimes an employer doesn't realize that his employee <br />is underpaid or mistreated until they resign. He felt that we would have to pay <br />more in order to get a qualified person for the position. <br />
