November 13, 1972 <br />0 <br />The Clerk reported on the following; <br />I. A request from NSP for a key to the pump house to be kept with the account. <br />the Council had no objections as this is the usual practice. <br />2. Had received a complaint on the use and condition of the gravel pit located <br />near 135W and the Village south border. The Clerk was instructed to write to <br />the owner asking him to fence the gravel pit and telling him he has 60 days in <br />which to clean it up. <br />3. Read a le -ter from the Auditor's office concerning Federal Revenue Sharing. <br />4. Read the letter from Hawkin's Chemical County concerning the Hydroflousi licic <br />acid used in the well. The Council would like the cost figures on this to <br />study for the possibility of putting out on bids. <br />5. Read a letter received from the Open Space Advisory Board. <br />6. Reported on the answer received from the State Highway Department in reference to th <br />the petition by Mr. Hopkins. The Council wishes a copy to be sent to the P &Z <br />Board so they may be informed as to the Highway Department plans for that area. <br />7. Reported that she had received a check from the Auditor's office for Police Funds <br />in the amount of $2,466.03. This is the 1972 State Aid. Mr. Marier moved to <br />deposit in the General Fund Account. Seconded by Mr. Jaworski. Motion carried. <br />8. REported on a notice of a workshop on Federal Revenue Sharing to be held November <br />21, 1972. More information will be sent at a later date. <br />Mr. McMurchie and Mr. Uthe of Circle Pines were here to discuss the joint police force now <br />under discussion by Lino Lakes, Centervi I le, Circle Pines and Lexington. They requested <br />the use of the Village Hall for a meeting on November 14, 1972. Mr. McMurchie reported <br />on the meeting held in Circle Pines last week. He gave some preliminary figures that were <br />mostly guesstimates. <br />Mr. Jaworski asked what the figure of $71,400.00 would give us in the way of a full time <br />Police force. <br />Mr. McMurchie said there would be a Chief and 3 officers - 2 cars on at peak hours and 24 <br />hour coverage. <br />Mr. Marier asked how this was proportioned? Where did they get the figures? <br />Mr. McMurchie said these were last years budget figures and were furnished by The Mayors and <br />Police Chiefs. <br />Mr. Bohjanen asked if there had been a study made on such a combined Police Force. <br />Mr. McMurchie said that Minestrista, Mound and Spring Park were so combined and that it was <br />working very we l l for them. <br />Mr. Zelinka asked why we should get involved in this sort of a force? <br />Mr. McMurchie said that as of now all we have is a non - professional part -time force. This <br />setup would give us professional Police officers and full time coverage. <br />Mr. Jaworski wanted to know how a full time Police Force could be run with just 4 men full <br />time. The County reports say that it takes 7 men to keep one car in service on a 24 hour <br />a day basis. <br />
