11 -27 -72
discussion on the pro's and c ms's of this action. Mr. CArdinal moved to have Mr. Backlin
submit a request for reparis for the Ford tractor. Seconded by Mr. Jaworski. Motion
carried.
Mr. Jaworski reported that work has started on the removal of the trees on Sunrise with
the use of County men. He had received two bids on the removal of the stumps on Peltier Lake
Drive but one was a flat rate and the other was by the hour. Mr. Marier suggested a tree
service located in Stillwater. He will contact them, and have them check the stumps on
Sunrise also.
Mr. Jaworski also had a note from Mr. Bac klin on the possibility of combining the two
old trucks to make one good one for use this winter. The Council asked that he get the
cost figures for this.
Mr. Jaworski requested that a letter be sent to the Youth Center, asking their people to
stop at the intersection of Lilac and 4th Avenue. There was discussion on the fact that
there is supposed to be a stop sign at that intersection. The Clerk was asked to have Mr.
Backlin install a stop sign to replace the one that has been removed.
Mr. Jaworski moved that the Council of Lino Lakes go on record as opposing the Lexington
Avenue Landfill as proposed by the City of Blaine. Copies of the resolution to be sent to the
PCA, Metro Counci I , Aooka County Board, Riqe Creek Watershed District and adjoining
municipalities. Also request from the Metro Council and the PCA any information available
as to their plans and intentions; also the restriction that they must abide by. Seconded
by Mr. Cardinal.
Mr. Al Ross, from the audience, said that he was grateful for the action taken by the
Council. He has been very active in this area and felt that this was a positive action
by the Council. He discussed the problem enc cantered by Our Village in 1967 when we
proposed a landfill in the Holly Drive area. Not only the adjoining Village abjected but the
St. Paul and Minneapolis water departments. He reported that County Ditch #53 runs
directly through this proposed area and empties directly into Golden Lake. He felt that
there should be public hearings before this is approved and contrary to reports, the
permit has not been granted by the PCA.
Mr. Bohjanen asked if the County had made a decision at their last meeting or if the
matter had been held over to a later date.
Mr. Ross said they had laid it over to their next meeting which is Thursday, November 30th.
This matter will be considered at that time.
Mr. Cardinal reported that he had seen the plans of the proposed development of that area.
There are 440 sq. acres., The plan is to dredge the small lake there now and to use this
material to cover the debris hauled in. The future plans for the area are quite extensive.
Mr. Jaworski called for a vote on the motion. Motion carried unanimously.
Mr. Marier reported on the P &Z meeting of November 22, 1972. He asked Mr. Locher if there
had been any decision from the State on the certification of a sign ordinance. Mr. Locher
said, NO, not yet. Mr. Marier asked about a helicopter being launched from a private
yard adjacent to the highway. Mr. Locher will check with the State and report back at
the next meeting.
The businesses being conducted from private homes was again discussed. Mr. Locher read
from our Ordinance, but if these businesses were in operation before August 5, 1971, . then
they would fall under the grandfather clause and are entirely legal. The Clerk was
instructed to write to these people asking them to appear at the next Council meeting.
