174 <br />July 23, 1973 <br />the bulletin board at the Hall. She was instructed to ask Mr. Backlin to make <br />two more boards and, after discussion, to instruct him to install them at 24th <br />Avenue and Main Street and at Elm Street and Old Highway #8 on Mr. Zelinka's <br />property on the West side of Old 8. <br />Mr. Gordi Howe, Mr. Leo Hager and Mr. Ray Hager appeared before the Council <br />with a request for a variance to property owned by Mr. Leo Hager located <br />on Bald Eagle Blvd. Mr. Hager had appeared before the P &Z in April and <br />his request had been refused because of the lack of front footage and the <br />fact that this is a low lying parcel of land. Mr. Howe said that since that <br />time the land had been surveyed and the lots marked. Also, since Northway <br />had sold a house to constructed on this site, they have arranged for the peat <br />to be dug out and be replaced with sand. This will be brought in by Mr. Mary <br />Rehbein from the street work he is now doing in White Bear Lake. This sand <br />would be compacted and as the house proposed is a split foyer the basement is <br />shallow. The footings will be set on solid ground not on the fill. <br />Mr. Marier suggested that Mr. Hager get 10 copies of his plans in to the <br />Clerk's office by the 6th of August and appear at the P &Z meeting to be <br />held on Aug. 15, 1973. <br />Mr. Marier reported that Mr. Vern Anderson had appeared before the P &Z with <br />a request for a large garage. The P &Z had approved the construction with <br />two requirements; 1) he cannot bui Id nearer than 200 feet to the front lot <br />l i ne and 2) it can be no closer than 10 feet to the side property l i ne . <br />The VFW Commander had appeared seeking a sign permit but since the Board <br />had no application this will be handled at the special meeting set for Aug. <br />8, 1973. <br />Mr. Vernon Cardinal had appeared in reference to property he had inherited <br />from his father and now wishes to sell. There is a question of the parcel <br />having legal access. Mr. Cardinal's attorney has been in touch with Mr. <br />Locher and it wi I I be handled through these offices. <br />Mr. Zelinka reporthig for Mayor Bohjanen, read a letter from Mrs. Vivian <br />Rehbein thanking the Police Department for their regular checking of the <br />bus barns. There had been a meeting of the NSSSB which Mr. Bohjanen had <br />attended. This matter was tabled in order for Mr. Boh j anen's report to be <br />heard. <br />Mr. Cardinal reported that he had no minutes from the Park Board meeting. <br />There had been general discussion of the Hall property and the improvements <br />suggested for this land. There had been no bids or figures to consider. <br />This was tabled until these requi rements are met. The Association also <br />suggested buying Park property on the East side of the Village. <br />Mr. Marier asked if the Park Association had submitted any plans. Mr. <br />Cardinal said, No. Mr. Marier said they had been asked to do so and he <br />would suggest that this be done. Before any work can be started, . the cost <br />figures and plans will have to be submitted. You cannot go ahead with projects <br />without money in the budget to cover them. <br />Mr. Jaworski had no report. <br />Mrs. LeRoy Wood appeared before the Council with a complaint o-' dogs <br />barking a l l night at the residence of Dick Fresonki . Mrs. Wood lived at <br />
