212 <br />Oct. 23, 1973 <br />Mr. Marier reported that this had been discussed at the last P &Z even though <br />they were not on the agenda. The concern of the P &Z was there was a business <br />within a business. <br />Mr. Frazer, from the audience, felt that new businesses should not be discouraged. IIIL <br />He had been fighting Mr. Bruder's use of his land for ten years and nothing <br />had been done about that situtation. <br />Mr. Bohjanen reminded Mr. Frazer that Mr. Bruder had been in court dozens of <br />times, fined, spent time in jail and that the problem is still being worked <br />on. <br />Mr. LeTendre was advised that he would have to apply for a special use permit <br />for the location beyond the one stated on the permit he now has. He will stop <br />in the Clerk's office for the necessary forms. He was also advised that in order <br />to install a fence with a safety arm of barbed wire he would need a conditional <br />permit. <br />Mr. Marier reported on the P &Z meeting held on October 17, 1973. Mr. Betz had <br />appeared before the Board seeking permission to pull a camping trailer onto <br />some property he owns on Rolling Hill Drive and live there for approximately <br />6 months in the summer months. This would be a self - contained unit. There is a <br />deep well located on the property, so water would be no problem. The Planning <br />and Zoning has recommended denial of this request. Mr. Marier so moved. Seconded <br />by Mr. Jaworski. Motion carried. <br />Mr. Pete Scherer had appeared with the request to open a doll museum in his <br />home located on 64th Street. He has plenty of parking area, the museum would <br />only be open by appointment, there would be a slight admission charge to <br />defray cost of insurance since some of these dolls are antiques and quite <br />valuable. The Planning and Zoning had recommended approval of the request. Mr. <br />Marier moved to consider the request and to set the first hearing for November <br />21, 1973, and Mr. Locher to attend that meeting. Seconded by Mr. Zelinka. Motion <br />carried. <br />Mr. Marier made note of the fact that Skyline Auto Body is on the November agenda. <br />There was also discussion of the Trailer parked at the property just South of <br />the Rehbein Bus Barns. Mr. Marier moved that the Building Inspector be instructed <br />to check this out and report back to the Council. Seconded by Mr. Jaworski. <br />Motion carried. <br />Mr. Marier also reported on the Comprehensive Land Use Map. The Board had <br />approved the plans and are now waiting for answer from the Metro Council. Mr. <br />Marier moved to table Council action this until there is an answer from the Metro <br />Council. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Marier moved to have the Open Space resolution and Guide Lines certified by <br />the Attorney.. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Marier also read a recommendation from the MSB that White Bear Township and <br />Lino Lakes negotiated for parts of Lino Lakes to be serviced through White Bear <br />Township. These trunk lines would be locally owned. There was discussion on this <br />and the fact that lines that cross boundaries are Metro Interceptor. No action <br />was taken. <br />1 <br />1 <br />
