236 <br />January 14, 1974 <br />Anoka County Health Department was designated as Health Inspector for the City. Mr. <br />Marier so moved. Seconded by Mr. McLean. Motion carried unanimously. <br />The City had received letters from the Blaine Life, Circulating Pines and Forest <br />Lake Times stating their requests to be designated as our legal newspaper. After <br />discussion, Mr. Zelinka moved to approve the Blaine Life. Seconded by Mayor <br />Bohjanen. Motion failed with Mr. Zelinka and Mayor Bohjanen voting for and Mr. <br />Jaworski, Mr. Marier and Mr. McLean voting against. Mr. Marier moved to designate <br />the Forest Lake Times as legal newspaper. Seconded by Mr. Jaworski. Motion carried. <br />Springstead Inc. was recommended as the Bond Consultant for the City. Mr. Marier so <br />moved. Seconded Mr. Jaworski. Motion carried unanimously. <br />Centennial State Bank was designated as the Bank Depository. Mr. Marier so moved. <br />Seconded by Mr. Jaworski. Motion carried unanimously. <br />Mayor Bohjanen recommended Charles Cape as Civil Defense Director. Mr. Jaworski so <br />moved. Seconded by Mr. Marier. Motion carried unanimously. <br />The position as Liaison to the Gas Utilities held by Mr. William Blaylock was <br />omitted from the appointments. Mayor Bohjanen preferred to name one of the Council- <br />men to that position in order to have closer contact with the orginazation. <br />Discussion returned to the Deputy Assessor. The Clerk read from the League Handbook. <br />The Deputy Assessor is hired by the Assessor. The Council is not responsible for <br />his salary. It must be paid from the Assessor's salary. Mr. Zelinka moved to retain <br />Edna Sarner as Assessor. Seconded by Mr. Marier. Motion carried unanimously. <br />There was discussion on the Park Supervisors. Mr. Jaworski felt that with Lino Park <br />in the various stages of construction and the fact there is no warming house this <br />winter and with all these things to consider that the supervisor at Lino Park should <br />be eliminated for this year. This should not be a permanent situation, just for <br />this year. Mr. Jaworski moved to appoint Lena Billik for supervisor at Sunrise and <br />to eliminate that position at Lino for this year. Seconded by Mr. McLean. Motion <br />carried unanimously. <br />Mayor Bohjanen named the following persons to the Planning and Zoning Board; Mr. <br />Arnold Kelling - 3 years; Mr. James Hill - 2-years; Mr. Ed Karth - 2 years; Mr. <br />Pete Nadeau - 1 year; Mr. James Shearen - 1 year; Mr. Ralph L'Allier - 3 years; Mr. <br />Jerry Rothbauer - 2 years. <br />Mr. McLean asked if Mr. Bohjanen had received a resignation from Mr. Farrnad. Mr. <br />Bohjanen said that he had not but had been told that one was forth coming. He <br />asked the Clerk to call Mr. Farrand and ascertain his plans. Mr. Farrand informed <br />the Clerk that a resignation will be forthcoming. Mr. Zelinka moved to approve the <br />appointments to the Planning and Zoning Board as presented by Mayor Bohjanen. <br />Seconded by Mayor Bohjanen. Motion carried unanimously. <br />The Personnel Commission appointments were as follows: Mr. Albert Thiltgen - 1 year; <br />Mr. Dick Cartier - 3 years; Mrs. Fran Kelly - 3 years; Mr. Larry Johnson - 2 years; <br />Mr. Curt Kramer - 2 years. Mr. Zelinka moved to approve the appointments as <br />presented for the Personnel Commission. Seconded by Mr. Jaworski. Motion carried <br />unanimously. <br />Mayor Bohjanen suggested the combination of the Park and Enviornmental Boards into <br />one Commission; Naming a seven man Board; Include Recreational Activities; Instruct <br />this Commission to present a layout of parks.
