242 <br />January 28, 1974 <br />Mr. Marier felt that the County should inform the people in writing stating what <br />parcels they are condemning and giving the total description. <br />Mr. Marier asked Mr. Locher if, when surveying 21 acres, is the road easement <br />included in the acreage? Mr Locher will check on this. <br />Mr. Marier proceeded with the report from the Planning and Zoning Board meeting. <br />The new Chairman of the Board is Mr. Edward Karth and the Vice - Chairman is Mr. <br />James Shearen. Mr. Marier also extended the "Thanks" and the appreciation of a <br />job well don to Mr. John McLean for his service as Chairman of the P &Z for the <br />past years. <br />Mr. Marier reported that Mr. Al Robinson had applied for a special use permit for <br />one year. This would allow him to sell and service snowmobiles in the building <br />now erected for use in connection with his sod fields. The Planning and Zoning <br />recommended approval of the special use permit for one year providing he passed <br />a perc test and obtained a building permit for the building already erected. Mr. <br />Marier so moved. Seconded by Mr. McLean. Motion carried. <br />Mr. Robinson had applied for a sign permit for the sign at his establishment. Mr. <br />Marier moved to grant sign permit #132. The old sign is either to be removed or <br />present sign permit renewed before the new sign permit is issued. Seconded by Mr. <br />McLean. Motion carried. <br />Mr. Locher reported that generally easements are included in the property <br />descriptions. If for some reason, the use of the easement is discontinued the <br />person who owned the land abutting the easement would assume ownership of the <br />land. <br />Mr. Zelinka reported that the Personnel Commission had met Saturday, Jan. 26, <br />1974 in the morning in order to interview prospective daytime police applicants. <br />There had been three members present. They had narrowed the field of applicants <br />down to 5 and three of these had been present. The Personnel Commission had <br />recommended the hiring of David Armstrong and Clifford Ross Jr. as part time <br />Patrolmen to work the say time hours. These men would be hired as uncertified <br />Patrolmen since neither have completed their First Aid courses. <br />Mr. Zelinka moved to hire both men thus covering the City from 7:00 A.M. through <br />the late evening hours. <br />Mr. Marier asked if these men had been questioned as to their intent pertaining <br />to the length of employment. He felt that we had far too many turnovers in the <br />last few years. <br />Mr. Zelinka said that this had been discussed. Both men had expressed no intent <br />or remaining just a short while. Mr. Ross had been employed by this department <br />before and his reason for leaving at that time was a change of hours at his reg- <br />ular employment and the City had not requested daytime coverage at that time. <br />Mr. Armstrong is going to school in the evenings, majoring in law inforcement. <br />Both would ultimately like to work into a full time position. Mr. Zelinka felt <br />that both men were stable and dependable. <br />Mr. McLean seconded the motion carried unanimously. <br />Mr. Zelinka reported that the Personnel Commission approved holding meetings <br />when necessary rather than have a monthly meeting with nothing to discuss. <br />
