January 28, 1974 <br />Mayor Bohjanen felt that as long as the Personnel Commission is not governed by <br />Ordinance setting dates for meetings, then they could be flexiable. <br />Mr. Zelinka said the. Commission had discussed their responsibilities and felt <br />that 1.) To interview prospective employees and 2.) Recommend salary range were <br />part of their duties. They asked the Clerk to compute the hours expended in each <br />department for 1973. They would like this information by July in order to have <br />recommendations ready for the budget meetings for 1975 budget. He also felt <br />that this is leading. toward a Civil Service Commission that will be established <br />by Ordinance. <br />He had not attended a meeting of the Utility Commissions as yet. He asked the <br />Clerk to contact Circle Pines and get the meeting dates for him. There is also <br />a Personnel Commission meeting scheduled for Jan. 31, 1974 at 7:30 P.M. Notices <br />have been sent to all members. <br />Mayor Bohjanen had requested the Fire Marshall, Mr. Mel Kline, to attend this <br />meeting. The Clerk had the Ordinances dealing with burning and other restrictions <br />in connections with burning within the City. <br />Mr. Kline asked the Council how often they required a report from him. The Council <br />would expect a quarterly report. <br />Mr. Kline asked if anything had been done about the house on Gladstone that had <br />burned. He felt that it should be secured since children are playing inside and <br />this is a dangerous situation. <br />Mr. Locher has the name of the Attorney and the owner of the property. They will <br />notified that the building has been red tagged and they have 10 days from receipt <br />of letter to have the house boarded up. <br />Mr. Zelinka wondered whose responsibility this was- Fire Marshall or Building <br />Inspector. Mayor Bohjanen felt this should be a joint effort. <br />Mr. Zelinka felt that the areas should be designated in order to give the <br />Inspector a direction. He felt that unsafe building - structural - would be the <br />responsibility of the Building Inspector and buildings unsafe by fire should be <br />secured by the Fire Marshall and he would then notify the Building Inspector for <br />condemnation. If a building is unsafe because of potential fire hazard, this <br />building should be red tagged by the Fire Marshall. This was moved by Mr. Zelinka. <br />Seconded by Mr. McLean. Motion carried. <br />Mr. Henry Amundsen, Building Inspector, was also present. Mayor Bohjanen reminded <br />him that he must take the State Qualification test. Mayor Bohjanen thought he could <br />get the information he needed from the State Inspector's office. Mr. Dupre has the <br />copy of the State Building Code. Also, the Clerk is to contact Centennial State <br />Bank and arrange for the $2000.00 bond Mr. Amundsen. The Clerk had the Building <br />Code Ordinance and Zoning Ordinance for Mr. Amundsen. She will see that he received <br />copies of all Ordinances pertaining to his job. <br />Mayor Bohjanen had received a letter from the Anoka County Health Department <br />suggesting that the City join them in requiring septic system installers to be licensed <br />and these installations be inspected. The installers would be licensed by the County. <br />Mr. Marier.felt that the Officials should know who is working within the City <br />and since we already require that installers be licensed and bonded, and the <br />installations must be inspected, Mr. Marier felt that we should continue in this <br />
