March 25, 1974 <br />Mr. Jaworski questioned the addition on the bill to Berghorst for the power <br />outage. The Clerk had made a mistake in addition and the company has a $10.00 <br />refund coming. Mr. Zelinka moved to refund this money. Seconded by Mr. Jaworski. <br />Motion carried. <br />Mr. McLean suggested on future billings such as list that a burden rate apply. <br />He asked the Clerk to check with Mr. Hill for guidenance on this. <br />Mr. Zelinka moved to approve bills #5661 through #5678 inclusive. Seconded by <br />Mr. McLean. Motion carried. <br />Mr. Zelinka moved to approve payroll checks #2253 through #2379 inclusive. <br />Seconded by Mr. Marier. Motion carried. <br />Since Mr. Locher had not arrived, the Council called a recess until such time. <br />The meeting was reconvened at 10:15 p.m. <br />Mr. Locher read a letter from Dave Torkildsen saying that basically the County <br />Commissioners and the City Council agree on the Open Space concept except for <br />parcel 2A which is the piece of land bordering Centerville Lake and located <br />between the Kohler and Liebel homes. The County Park Department wants to condemn <br />this parcel and the City disagrees. They also disagree on the approximately <br />342 acres comprising the golf course. Mr. Locher understood that the road to <br />the Kohler home would be left. <br />Mr. Marier asked Mr. Locher if he had had time to compare this Resolution with <br />the first.one. <br />Mr. Locher said this resolution was based upon their porposal but is basically <br />the same. <br />Mr. Marier questioned the meaning of Part 2 on page 2. His understanding on <br />this paragraph was if there is one change on either to County Board or the <br />City Council, then neither body is bound by this agreement. He asked Mr. Locher <br />if this were true. Mr. Locher said, Yes. He said this agreement is more moral than <br />legal but felt that it was as binding as it could be. <br />There was discussion on this subject. Mr. Zelinka felt that future boards <br />would hold to this Resolution. Mr. McLean felt the most important thing to do <br />is get Legislative action to repeal the right of imminent domain of Anoka County. <br />There were several places where "the City of Lino Lakes" should be inserted. <br />Mr. Locher read the Appendix which set the rules for the operation of this Park. <br />There was the suggestion of changing several words which Mr. Locher will take <br />care of. <br />Mrs. Borovansky asked how close this Park would come to their home. Is the area <br />platted for Lakes Add. #3 left out of the Park? <br />Mr. Locher said, Yes the platted areas were not included. He reported that the <br />County Commissioners would meet Tuesday Morning at 9:30 a.m. for discussion of <br />this agreement. Would any of the Council members be able to attend this meeting? <br />Mr. Marier thought he could be there by 9:30 a.m. <br />
