276 <br />April 22, 1974 <br />The Planning and Zoning Board has considered the requests for a variance by <br />Luther LeVessuer and the City of Lino Lakes for the transfer of title on parcels <br />of land less than 21 acres. This transfer of title is in conjunction with the real- <br />ignment of the North Line of Lino Park. The Planning and Zoning Board recommended <br />approval of these requests. Mr. Marier so moved. Seconded by Mr. McLean. Motion <br />carried. <br />Mr. Marier reported on the status of the signs. Twelve (12) had not been returned. <br />Mr. Marier moved that the Ordinance governing these violations be enforced. Seconded <br />by Mr. McLean. Motion carried. <br />Mr. Jaworski reported that he had been approached by some of the business men of the <br />Community. They felt that one identifying business sign should be allowed. Mr. Marier <br />said at the present time this is not allowed under our Ordinance however, this <br />Ordinance could be amended to allow this. Mr. Jaworski felt that this is a necessary <br />thing and should be done. <br />The Planning and Zoning had recommended approval of the sign applications that had <br />been returned. Mr. Marier moved to approve the following signs: Numbers 13, 14, 15, <br />19, 22, 23, 24, 26, 30, 40, 44, 46, 39, 31, 32, 33, 36, 37, 47, 48. Seconded by Mr. <br />McLean. Motion carried. <br />Mr. Jaworski questioned the size of the Fritag /Anderson Real Estate signs. Mr. <br />Locher checked the ordinance for the allowable size on this type of signs. Mr. <br />Amundsen said the signs have 40 square feet per sign. The Ordinance stipulates 15 <br />square feet as the limit for a sign such as these. Mr. Locher said these signs <br />are much too large and must have a permit. The Clerk was instructed to write the <br />company, informing them of the requirements and sending an application form. <br />Mr. Marier reported on the request by Suburban Engineering for the installation of <br />water and sewer in the townhouse unit located in Lakes Addition #2. A long private <br />driveway had been planned as means of access but the Planning and Zoning had felt <br />that there should be a public street in that area. Mr. Meyers will work with Mr. <br />Gotwald on this and return with recommendations for consideration at the May <br />Planning and Zoning Board meeting. <br />Mr. Blackbird representing North - NorthEast Realty had presented proposed plats - <br />Pine Haven and Shamrock Estates. He had been seeking information and no action was <br />required. Basically the Planning and Zoning Board had seen no problems with either <br />plat. <br />Mr. McLean asked if the Pine Haven plat was in the same area that had been rezoned <br />for apartments several years ago and was told that it was. <br />Mr. Zelinka asked if the plats will meet general requirements. Mr. Marier said, <br />Yes, there was discussion of the street on the South border of the Shamrock Estate <br />plat. The Board felt that this should be a complete 66' foot right -of -way instead <br />of the 33 foot shown on the plat. Mr. Blackbird will complete the necessary steps <br />and present to the Planning and Zoning as a preliminary plat. Mr. Marier will <br />report on the progress of these plats. <br />Mr. Herr was not in attendance, but Mr. Marier reported on the action taken by the <br />Planning and Zoning Board. The Board had recommend acceptance of this plat with <br />the following stipulations; Mr. Herr conform to the Engineer's recommendations as <br />to street grades and drainage recommendations. Both the Engineer and the Planner <br />recommended that the North East corner of the property be found by proper survey <br />
