2,9 <br />April 22, 1974 <br />Mr. McLean reported that he had phone calls dealing with the disturbances in <br />Sunrise Park over this past weekend. The other Councilmen had also received calls. <br />Mr. McLean asked if we have anything setting a time for closing the Park and was <br />told that we did not. Mr. Locher was asked if such regulations could be <br />established by a Resolution. <br />Mr. Locher said that it could but he felt that the City would be in a better <br />position to enforce the rules if they were established by Ordinance. In fact, if <br />the laws are set by Resolution, they cannot be enforced. <br />Mr. Zelinka said that he had heard that the Park at Golden Lake had been closed. <br />He asked if any of the other Councilmen had heard this. Mr. McLean had. Mr. <br />Zelinka said that he had several calls about the problems at Sunrise over the <br />weekend and some of the people had asked that their names be withheld. They were <br />concerned over reprisals to children that are still in school. Mr. Zelinka <br />suggested that the Police be asked to patrol this area at least twice a night and <br />not just in the car, they shoud also do some foot patrol. <br />Mr. McLean asked Mr. Locher to prepare an Ordinance to this effect and he will <br />present it to the Park Board. Mr.Locher said that he would. <br />Mr. McLean reported that the Park Board had recommended that a part -time employee <br />be hired for the purpose of maintaining the Park properties. They had suggested <br />31 days per week. Mr. McLean will make a copy of the job description and get it <br />to Mr. Zelinka. <br />Mr. McLean asked if there was a City Ordinance covering the use of public street <br />for bicycle races. There had been a race held this past weekend using 2 County <br />Roads and two freeway crossings covering a distance of about 7 miles. Does the <br />City have a•.•position on this? Could a motorcycle group or an automobile group <br />do this? <br />Mr. Locher said they could be charged with Violation of obstruction of traffic. <br />He asked if the City had known about the race. <br />The Clerk said the orginazation had called the office and informed her of the <br />race and asked that she inform the Police Department, which was done. <br />Mr. Zelinka reported that he had missed the last Circle Pines Utility Commission <br />meeting. He had been informed of the meeting Friday afternoon before the meeting <br />at 7:30 a.m. on Saturday morning. The Clerk had written the Commission requesting <br />that notification of these meetings be given sooner in order for Mr. Zelinka to <br />schedule his time to include these meetings. No answer had been received as yet. <br />Mr. Zelinka reported that he has the responses of the men who are interested in <br />the position of Supervisor. He will be contacting the Personnel Commission to <br />consider these applicants. A second meeting will be scheduled for the purpose of <br />interviewing the applicants selected by the Commission. Mr. Zelinka felt that <br />this position requires special attention and should not be rushed. <br />Mr. McLean asked about the target date for the employing of this man. Mr. Zelinka <br />felt that we should have the new man by the 1st of August. This will give him <br />six months training period. <br />Mr. Zelinka read the quarterly report from the Centerville Fire Department. This <br />was given to the Clerk to file. <br />
