280 <br />April 22, 1974 <br />Mr. Zelinka asked the Council to consider the Proposed Ordinance from the Anoka <br />Health Department regulating the installers and installation of on sight septic <br />systems. This is a proposed County Wide Ordinance to insure uniformity in this <br />area. <br />Mr. Dilks of the Anoka Health Department outlined some the requirements of the <br />Ordinance. Installers will be required to take a test for licensing, provide <br />proof of insurance and bonding. The permits and inspections would be controled by <br />the local municipalities but the installers would be licensed by the County. If <br />there is a need for legal action this would be done through the County Attorney's <br />Office. <br />There was much discussion on the provisions of this Ordinance. A Mrs. Liljedahl of <br />726 Vicky Lane told the Council that they had just bought their house a year ago <br />and are now having trouble with the spetic system. Mr. Husnik had inspected the <br />system and according to him it has never worked properly since the junction box <br />is 7 incher higher than the spetic tank. Mrs. Liljedahl had written to Mr. Dilks <br />and El Rehbein & Son, the builders of the home. She had also talked to Mr. Locher <br />on this problem. <br />Mr. Locher said the statute of limitations had expired on this home and the only <br />recourse for Mrs. Liljedahl was to take this matter to concilation court. <br />There was more discussion of this problem, with Mr. Locher being asked to contact <br />Mr. Rehbein on this. <br />Mr. McLean felt that since the City of Lino Lakes has adopted the State Code, that <br />is sufficient. He asked Mr. Dilks if the rest of the communities weren't required <br />to do this also. <br />Mr. Dilks said this Ordinance is an attempt to retain control of this operation <br />and prevent the Metro Council from taking over. He said Lino Lakes has a good <br />program and this needs to be in all areas. There are some communities who have no <br />Ordinance governing septic systems. Mr. Dilks said the building inspector would <br />have to take the same test as the plumbing inspector. Mr. Dilks said he would like <br />a statement from the Council whether they agree with the intent of this Ordinance. <br />This is just a rough draft and it will be rewritten. <br />Mr. Zelinka felt that the Council needed time to study this Ordinance. Mr. Marier <br />moved to table for study. Seconded by Mr. McLean. A discussion on the length of time <br />for study and Mr. Marier said about a month. It would be necessary to compare <br />with what we already have. <br />Mr. Locher suggested sending a copy to our plumbing inspector asking for his <br />comments. Mr. Dilks said Mr. Vadnais already has a copy. <br />The vote on the motion was unanimous. <br />There was more discussion on Mrs. Liljedahl problem. There is some problem with <br />the pipes to the septic system crossing the lines from the well. She was asked if <br />she had contacted the builder and said she had. But he had not discussed the <br />problem. <br />Someone asked if our building code did not cover the installation of septic systems. <br />Mr. Locher checked Ord. No. 6 and found that section (ggg) deals with the install- <br />ation of septic systems and section (fff) deals with the installation of wells. <br />
