4/!2/71 t) <br />attended all the subcommittee hearings on the Park Reserve Board bill and <br />had given testimony at the April 6th beating. He presented Mr. Schwartz <br />of 6325 Baldwin Lake Road who turned over a complaint against Cleo Cross <br />of 6125 Baldwin Lake Road for violation of the nuisance ordinance. The <br />complaint was signed by 11 residents on the street and covered junk vehicles, <br />tras#} accumulation, manure and excess animals. Photographs accompanied the <br />complaint which was accepted by the Council. Copies will be sent to the <br />police department and the Health Officer. <br />Mr. Schwartz also stated that a lot of garbage, furniture and appliances was <br />being duped along County Road J and suggested that the Village provide <br />facilities for dumping or mandatory pickup. After discussion the Clerk was <br />instructed to send a letter noting the complaint to Anoka County asking them <br />to correspond with Ramsey County on this. Mr. LIAllier noted that the police <br />have -been asked to check junk cars, giving warnings and tickets when necessary. <br />W. L'Allier read the police report for March as follois: 2,837.4 miles driven, <br />201 home and business checks, 20 complaints/ 18 assists to/by other depart- <br />ments. 6 accidents, 6 escapees from the Youth Center (all returned), 1 hour <br />spent at the Youth Center (314 on escapees, 1/2 on a fire), 3 thefts amounting <br />to $1,014.70 (including a smowmobile), 2 Stolen autos recovered amounting to <br />$5,500, 2 junk warnings given, 1 buildimg•fire.and 1 oar fire. <br />A letter from the Metro Park Board addressed to Clarence Johnson was read, <br />stating that Afton State Park has no power of condemnation. <br />Mr. L'Allier inquired of Mr. Locher the status of the comprehensive zoning <br />plan. Mr. Locher stated that we were marking time because of the park plan <br />and waiting fora map designating certain areas from the P&Z. <br />Mr. Locher stated that the certificates of insurence.for Olson Plumbing and <br />Sewer Service exceeded our requirements and sho 1dbbeff.Iled. He will contact <br />Mr. Stein and Mr. Menkveld regarding past due billings. <br />After discussion it was decided to delay action on the proposed NSSSB <br />agreement until the next meeting. <br />Mr. Cardinal presented Chet Herubin who inquired what regulations the Village <br />had concerning setting up a business dealing in antique cars and repair parts <br />for same. He would like to set up business in the old Village Hall building, <br />and stated that he has a warehouse in Coon Rapids for stripping the vehicles; <br />no stripping would done here. He has not finalized the deal on the building <br />but would like to sound out the Council before doing so. Mr. Locher stated <br />that no special use permit would be required because this would be covered <br />under retail stores and shops; the limitation on having 300' Of frontage <br />would be taken care of because of the road and the open land to the.North. <br />Mr. Herubin stated that a few complete cars would be standing cm-Wide for <br />sale, but these would be licensed and in running condition and would be in <br />either original or semi - restored finish. <br />Mr. Cardinal moved to grant Mr. Herubin permission to have his antique cars <br />and parts shop with the stipulation that there would be no dismantling at all, <br />and the only vehicles allowed on the premises would be compete, licensed and <br />in running condition; also, that Mr. Herubin submit written plans for <br />fencing, etc., and that this be tentative approval only, with his request to <br />
