There was some discussion on the location of. various buried <br />lines in the ditches, etc. <br />Mr. Rosengren presented a book entitled "Guide to Federal Programs" which had been <br />donated by Centennial State Bank. W. L'Allier requested that each member study <br />the book, passing it on as they finish. <br />W. Bohjanen stated that he had a request from the Drifters Snowmobile Club to use <br />the Village Hall one night a month for their meetings and wished to know what the <br />policy was for outside organizations using the facilities. W. L'Allier commented <br />that he guessed we have no policy. Mr. Locher mentioned that the Anoka City Hall <br />has a room for such meetings and that they charge a fee to cover'the heat, light <br />and cleaning bills. .Such groups must police their own activities. He stated that <br />most communities do this sort of thing. W. Bohjanen noted that if we do this for <br />one group we must do the same for all. Mr. Rosengren suggested charging a small <br />fee for local groups and a larger fee for outside groups. W. L'Allier instructed <br />W. Bohjanen to check on the charges made by other municipalities and to check with <br />W. Gunderson on the cost of cleaning up after a meeting. W. Bohjanen noted that <br />the Drifters would like to set a regular night, probably on a Friday. <br />Mr. Bohjanen stated that the Drifters had also inquired as to whether the Village <br />would be willing to go along with having a queen coronation and dance in.June, so <br />that the queen could ride in the 4th of July parade. This wouldbe a joint venture <br />with.•the CD and its Auxiliary; they would like to use the garage and the Council <br />chambers for the event. W. L'Allier advised W. Bohjanen to check with.the CD. <br />Mr. Bohjanen mentioned that the Park Reserve bill was'still in a House committee <br />and that the Senate would act on its Park bill tomorrow. W. L'Allier noted that <br />the House bill had passed out of Governmental Operations Committee into the Rules <br />Committee which would have a closed hearing, so there would be no more testimony. <br />In the Senate, the bill was #53 on the General Orders and would come up tomorrow <br />or the next day. Mr. L'Allier stated that Sen. Thorup felt that the County amend - <br />ment had no chance. He noted that of the 170 letters that were sent out to the <br />Metro area communities, he had gotten 13 letters and about•75 phone calls on the <br />Park bill.. He mentioned again that the fate of the bills would depend on the <br />votes outside the Metro area. Also, the Senate bill had been amended concerning, <br />eminent domain on homesteads up to 80 acres so that local approval would,be needed. <br />This could be substituted in the House if it passes the Senate. W. Bohjanen <br />noted that Roger Scherer doesn't like having the power of eminent domain in the <br />bill at all. There was more discussion. <br />Mr. L'Allier reported that one of our constables, Rick Juleen, would be leaving us <br />on June lst due to the request of his regular employer. W. L'Allier moved to <br />advertise for another part time man for the police force. Seconded by W. Cardinal. <br />Carried unanimously. <br />Mr. L'Allier read the police report for April as follows: 3,926.7 miles driven, <br />208 business and home checks, 27 assists to/by other departments, 26 complaints, <br />19 escapes from the Youth Center of which 2 were returned taking a total time of <br />7 hours, 39 junk warnings.(44 Junkers removed), 8 grass fires, 1 building fire, 6 <br />accidents, 5 acts of larceny (amounting to $343.94), 4 stolen items recovered <br />(amaunting.to $955.00), 1 stolen auto recovered, 4 assists to motorists, 4 medicals, <br />1 dog bite, 1 emergency message delivered, 1 attempted break -in, 1 legal paper <br />served, 1 lost child (recovered) and 1 Army deserter picked up.
