5/10/71
noted that in looking over this report that our department's monthly reports far
outweigh anything the neighboring departments do and some of them have a full -
time man. He mentioned that he had testified in both the House and the Senate on
our claim for time at the Youth Center and there had been no objections; we should
be getting the money soon. Mr. L'Allier added that Mary Myhre had been working
about 60 hours per week so that we actually had full -time police activity. He
noted also that the police don't get paid enough for the time they spend.
Mr. L'Allier mentioned also that he had visited with Mary at the last two police
meetings on some recommendations for improving our police protection which they
hope to have ready within 60 days for the Council to look at.
Mr. L'Allier commented on the letter, recently received from Bob Burman concerning
the County's policy on assistance on swimming beaches, noting that we must have a
full -time life guard in order to qualify. He asked Mr. Jaworski to check on this.
Mr. Myhre asked if we could send,a letter to the County to get the Centerville
Park situation straightened out. He stated that the landing needs gravel (he had
requested this for two years) because there is now a two foot dropoff. The guard
posts along the roads have been busted off for three years; they need signs to
show where to park the cars and signs along the road indicating that there can be
parking on one side of the road only. Mr. L'Allier appointed Mr. Jaworski to
inspect the park with Mr. Myhre and then to have the Clerk write such a letter.
Mr. Myhre noted also that the entrance signs were confusing since one says "closed"
and one below it says "open ".
Mr. L'Allier stated that the Council had met'on,the burn ban and had requested the
PCA to grant an extension of time to adopt their ordinances until January 1, 1972,
when a review of the number of houses might show a larger area of the Village which
would qualify under, the ordinance - -only one section does now. He read from the
letter which had been sent.
Mr. Locher reported on the sewer applications, stating that they were all in order
assuming that the bond for Morris Carlson is renewed in August. The limits of the
insurance policies all exceed our requirements and all contain a ten day notifica-
tion clause. Mr. Cardinal moved to accept the four applications and to grant them
sewer licenses. Seconded by Mr. Rosengren. Carried unanimously.,
Mr. Locher noted that two policy amount changes had been made on the floater
policy,,both.,were reductions allowing some $70 credit. Mr. Locher noted that the
items listed on the inventory depreciate but-that we must insure them for their
replacement costs. Mr. Bohjanen moved to accept the two changes in the floater
policy from Mr. Ray. Seconded by Mr. Jaworski. Carried unanimously. Mr. Locher
noted also that a certificate of insurance had been received from Donovan Con-
struction Company. ,
Mr. Locher stated that he had forgotten to bring the draft of Ord. 43A on employees
with him as well as the data on the extension of Eva Street in Nordin Manor.
These will,be put on the agenda for next time. He will send copies of both to the
Council.
The zoning code classification was discussed. Mr. Cardinal stated that he would
like some clarification on section 4.08 on page 9. There was considerable dis-
cussion on the costs of publishing and printing the lengthy code. Some costs had
been obtained but were hard to compare since the size of the newspapers differ, etc.
