He also said that they couldn't wait <br />any longer to award bids. <br />Mr. Springsted reported that they had developed a method of assessment based <br />on $400,000 and 275 units. He read the report. He hoped it would have consi- <br />deration of the Council and said that they attempted to weigh equalities on both, <br />sides. Mr. Springsted was asked to briefly explain item #6. He said that they <br />suggested that when this is undertaken, we issue temporary bonds for a period up <br />to three years. Mr. L'Allier asked what was the advantage of the three year <br />temporary bonds. Mr. Springsted said that they may want to review it in three <br />years instead of going to five years. Attorney Locher said it seems like a <br />reasonable proposal. Mr. Gotwald stated that it was a workable idea from our <br />stated point. <br />Mr. Bush said that their impression was that a ten year bond was a workable idea. <br />He said that if they go by Mr. Springstead's proposal if work was ordered tonight, <br />it makes a load on the developer and it could not be delivered until fall. Also <br />with Municipal Bonds there would be a two for one payoff on lots. So if there <br />were 50 sales in one year there would be,100 assessments. Be referred to item <br />number three, last two lines. He said it creates a problem from the developer's <br />point of view and they should consider not programming it because of the lateness <br />of the season. He also said that they would like us to consider not using a five <br />year bond issue. <br />Mr. L'Allier said that we have a sewer problem because the Metro Council will not <br />allow Lino Lakes to hook up to the interceptor because they want to see a workable <br />plan to protect certain lands. Without that they will not allow hookups in the <br />Village. Mr. Gotwald stated that the Metro Staff is dedicated to the idea of a <br />Metro Park in this area. They are waiting for Centerville to send a letter <br />having a schedule for the internal lateral system. Centerville is sending a <br />letter to the Sewer Board out linging that schedule. <br />Mr. L'Allier said that water could be put in and hold off on the sewer till next <br />year. Mr. Gotwald recommended that the Council contract be awarded to the well, <br />contractor for the well and pump. He felt that they are talking about the <br />water system at this time. We, also, need the approval of the State Board of Health <br />to start construction. He said we have a problem in that we will have to assign <br />the contract to the next lowest bidder since the lowest bidder does not want the <br />job now. <br />Mr. L'Allier asked could we get more favorable bids if we wait. Mr. Gotwald felt <br />that we will get no more favorable bids than we have now. He said that Mr. Rehbein <br />could have completed the project by September 1, Labor and material costs on Sept., <br />1, go up. <br />Mr. L'Allier said that on the bids there was a variation in wells and pumps. <br />Mr. Gotwald felt the most important tonight is to agree on assessment procedures <br />then decide on what to, do about awarding bids to the next lowest bidder. <br />Mr. Jaworski asked if $300,000 was the second bid. Mr. Gotwald said $318,000 was. <br />Mr. L'Allier said that we are still at a stand still. We can not put water and <br />sewer till approval. <br />Mr. Gotwald said that there was nothing standing in the way to award the well. <br />Mr. L'Allier asked if there was anything illegally wrong with this. Mr. Locher <br />said not with the well. <br />
