4 <br />7/26/71 <br />will haul in a couple loads of blacktop. Mr. Bohjanen felt that we should acknowledge <br />the letter and request they services. Mr. Jaworski stated that this would be taken up <br />at the meeting on No. 54. Mr. Rosengren felt that a letter should go to the County <br />later which would list all the services requested. Mrs. Goldbeck asked who maintains <br />the shoulders on Main Street & Sunset and was advised that the County does. <br />A letter regarding an accident at the Lino Lakes Riding Stables was received from <br />Mrs. Gerald A. Pehl of 55 East Golden Lake Road in Circle Pines. She felt, <br />"that the Lino Lakes Village Council and_a very unsuspecting public should he <br />aware of the irresponsible operation of this stable, their lack of liability <br />insurance and the fact that cries for help were completely ignored." Mr. Jaworekci <br />noted that at the hearing =rescinding the special use permit he had suggested <br />that they get liability insurance but they had pleaded that it was'too expensive end <br />that other stables did not have it. , Persons in the audience felt that the liability <br />insurance should be required for the operating permit. He stated that the Mayor had <br />asked himself, Marvin Myhre and Mr. Dupre to inspect the Lino Lakes Stables before the <br />next Council meeting. <br />The Clerk had received a letter from the State Highway Dept. stating that the letter <br />requesting information on candlepower requirements on signs had been referred to Mr. <br />R. A. Kurpins, Asst. Traffic Engineer, Plans, State Highway Building. , Mr. Jaworeki felt <br />that the information, when received, should go to the P&Z since they have discussed the <br />matter several times. <br />Western Outdoor Advertising Co. had replied to the letter requesting then to bring Sign <br />No. 17 up to specs by stating that they will add pole covers to front and back all the <br />way up the poles and paint all lumber exposed; also, the poles exceed the ordinance <br />windload specs. The Clerk noted that this sign had been erected before the adoption <br />of Ord. 51 and was not of all -steel oonstruotion. It was dedided to have the Building <br />Inspector inspect the sign and make sure the whole sign meete the specs. <br />At 8:33 P.M. the regular meeting was adjourned and the hearing on the Zoning District <br />Code called to order. Mr. Locher read the publication affidavit and the posting <br />affidavit. He noted that the hearings were to have been held in June, but had been <br />continued to July 21st before the )&Z and tonight before the Council., <br />Mr, Locher read through the recommended changes by the Planning & Zoning Board, basically <br />as follows: <br />1. Page 9, Seotion 4.08 FARMING OPERATIONS, lst paragraph, last sentence <br />to read as follows: "The Village Council may require any new farm <br />operation to secure a Speoial Use Permit,in the event of the following <br />2. ,Page 37, Top of page, Change "(D)" to read "Financial Institution." <br />3. Page 34, second paragraph, typographical error " fiase" should read <br />"false ". <br />4. Page 36, remove extra "(J) ". <br />He also read the list of items which the P&Z had discussed. Denny Houle asked for <br />clarification on the meatng of "new" farming operations. .This was discussed. Mr. <br />Locher noted that a new owner would not be a new use, but a change in farming operations, <br />i.e., cattle to pigs, would be. Mr. Bohjanen felt that he would prefer that we took <br />consideration with a full Council since we are setting a complete code. Mi. Jaworski <br />stated that he had talked with the Mayor about the Zoning District Code, and that <br />the Mayor was in full agreement with it; this had been on the drawing board for a <br />long time,and he would vote for it if he were present. Mr. Bohjanen felt we should <br />go slow on proposing zoning. <br />
