7/26/71 <br />57 <br />Mr. Rosengren felt that we should obtain more of the right equipment to do the <br />weed cutting twice next year before the weeds get too large; also, kids hide in <br />them and run out on the road. Mr. Jaworski asked if they had checked out the <br />sickle blade; Mr. Rosengren stated that would see if -it fits, it will be mounted <br />underneath in view of the driver. Mr. Rosengren stated that he hasn't forgotten <br />the drainage in the Lakeview area; this will be done in the fall. <br />Mr. Bohjanen had no report. Mr. Locher stated that the policy of insurance for <br />the Blue Heron was okay except for the 10-day cancellation clause. The same <br />was true for the insurance on the 49 Club. <br />A Minnesota Youth Citizenship Fund Inc. questionaire had been received. Mr. <br />Locher noted some answers as follows: college students can be registered here, <br />but must also vote here; it is against State law to register voters in <br />stores, etc.; a mobile registration unit cannot solicit.voters nor rove from <br />place to place; mobile units may be in different places on different days as <br />previously scheduled; as to proof of residency, an oath prescribed under <br />election law must be sworn to.' <br />Mr. Locher had checked the bond coupons returned by Northwestern National <br />Bank on the building bond and stated they should be filed. <br />Mr. Locher reported that a petition from the Chomonix people had been presented <br />to the Clerk; he read the petition for sewer and water improvements in all <br />the Blocks and Outlots in Lakes Addition No. 2, excluding, however, Outlots <br />C and I thereof. The petition was signed by Emil F. Jandric, Pres. of U. S. <br />Lakes Development Co. and his signature was notarized. Mr. Locher stated <br />that he had personally checked -the plat; he read the lot numbers inclusive <br />in all the 8 blocks of the plat as well as the Outlots included (which were <br />all except those 2 in the golf course, which would be served by Jandric's <br />own pump and well and which would have no lavatory). <br />Mr. Locher stated that this petition was in accordance with State law regarding <br />a 100% assessment against property owned by the petitioner; no hearings would <br />be needed. Crystal made a few comments including some on an ad for Chomonix <br />in the newspapers which did not mention Lino Lakes, but stated that sewer and <br />water are available. She felt it was unfair that Jandric: should get sewer when <br />no one else could. Mrs. Goldbeck mentioned a letter she had received from the <br />County Health Dept. stating that she was poluting the area and needed additions <br />on her septic system. There was considerable discussion. Mr. Jaworski noted <br />that if Lino Lakes oan't hook up to the Metro interceptor, then Jandric can't <br />either. Don Woolen of Chomonix noted that they have the Hugo.post office and <br />must use that mailing address; he would prefer using Lino Lakes, but they lose <br />2 days mail then. Mr. Bohjanen stated that he would like to have the County <br />Health guy here. <br />Mr. Locher stated that he had prepared a resolution accepting the petition and <br />ordering the improvements requested; he read the text noting that the resolution <br />must be passes and published once. He noted that the low sewer bidder is now <br />out, but that Keyes is honoring his well bid. Another hearing must be held on <br />the bids. <br />Councilman Rosengren introduced the following resolution and moved its adoption: <br />RESOLUTION DETERMINING SUFFICIENCY OF PETITION FOR IMPROVEMENT <br />AND ORDERING IMPROVEMENT <br />WHEREAS, a petition of U. S. Lakes Development Co. has been submitted to <br />this Council for the construction and maintenanceā¢of a sanitary` sewer system, <br />including the necessary appurtenances thereto, and a water works system,in- <br />eluding the necessary appurtenances thereto, and for the assessment of the erg <br />
