tire cost thereof against the benefitted real property within said area, and <br />WHEREAS, the village clerk- treasurer has reported to this Council that she <br />has investigated the signatures on said petition and that it has been signed by <br />all of the owners of real property abutting upon the streets within the location <br />of the improvements. <br />NOW, THEREFORE, BE IT RESCUED By the Council of the Village of Lino <br />Lakes, Minnesota: <br />1. .It is hereby found and determined that the petition described in the <br />preamble to this resolution is signed by all of the owners of property abutting <br />upon the streets within the location of the improvements in accordance with <br />Minnesota Statutes, Sec. 429.031, Subd. 3. <br />2. It is hereby ordered that said improvement shall be made without <br />public hearing first being held thereon and the entire,eost shall be assessed <br />against and abutting properties according to law. <br />3. Emerton <br />The motion for the adoption of the foregoing resolution was duly seconded <br />by Councilman Cardinal and upon vote being taken thereon, the following voted <br />AYE: Jaworski, Bohjanen, Cardinal and Rosengren. <br />and the following voted NO: <br />None <br />whereupon ssad resolution was declared passes and adopted. <br />Mr. Locher stated that the license applications for Lawrence D. Cichy incorporated <br />as Oasis, Inc. were in. He read Mr. Myhre's recommendation and the letter from <br />the Brooklyn Park Police Dept., both in favor. The applications were as follows: <br />off -sale intoxicating with $3000 bond; on -sale intoxicating and Sunday on -sale <br />intoxicating with a $5000 bond; off -sale 3.2 beer, dance and cigarette licenses. <br />The insurance policy for B.K.O. Inc. is being transferred to Oasis, Inc., <br />effective September 1st. <br />Mr. Cichy asked about satisfying the residency requirements. He stated that <br />he had made a down - payment on a house in Lino Lakes, but that he can't move in <br />until October let. Mr. Locher stated that Mr. Cichy *ust be a resident as of <br />September 1st; that he might move a cot into the new house or rent a room, a <br />post. office address at the place of business would not suffice. As for proof <br />of residency, the police can check. <br />After further discussion, Mr. Cardinal moved that if Mr. Cichy Will provide a <br />sworn statement that he will be a resident as of September let, 1971, that he <br />be granted licenses for all the. applications mentioned, above. Seconded, by <br />Mr. Bohjanen. Carried unanimously. The Clerk stated that Mr. Cichy had paid <br />all the pro -rated fees for the licenses, and she will refund the unused portion <br />
