1 <br />1 <br />1 <br />of the B.K.O. Inc. fees after September lst. . <br />The discussion returned to the problem of sanitary sewer for the Village. Mr. <br />Jaworski asked the Clerk to write to the County Health Department requesting <br />their presence at the next Council meeting to answer questions. Mrs. Goldbeck <br />felt that if North Central will not service her area with gas, then Circle Pines <br />should be allowed to hook up. <br />Mr. Jaworski moved to table the matter of the proposed ordinance on an environ- <br />mental quality commission until the next meeting. Seconded by Mr. Bohjanen. <br />Crystal felt that a more aggressive better business commission, i.e., the <br />Business Development Commission would do better on enforcing such matters than <br />setting up a new commission; the present commission needs more cooperation. <br />The vote on the motion was unanimously in favor. <br />Louis Jaworski requested the use of Sunrise Park by the VFW Club for their <br />annual picnic on Sunday, August 22nd, and a beer permit. Mr. Jaworski moved to <br />approve issuing a beer permit to the VFW Club for Sunrise Park on August 22nd, <br />with the stipulation that the Village receive a letter stating that the VFW is <br />covered by insurance. Seconded by Mr. Cardinal. Carried unanimously. <br />Denny Houle was asked to report on the audit of the Forest Ike Hospital. Be <br />stated that there was absolutely no money shortage, that the Hospital Board had <br />the same problem as the Village, namely that in the old. minutes not every- <br />thing is documented. ile_felt that the audit report was far- fetched in some <br />aspects. In one instance they were censured because State law only allows a <br />Hospital Board to pay $1.00 per hour for election clerks and they had paid Lino <br />Lakes election clerks $2.35'per hour. <br />Another case was that they had purchased a total of 167 gallons of gasoline from <br />a Holiday Station without collecting a refund of the Federal tax which would <br />have amounted to about $6,00., The audit report had.stated that illegal uses <br />of money included sending flowers to the families of deceased members of the <br />old hospital board as well as the new one; this had been done with - approval of <br />all the Board members but was not documented. They had donated 1 case of whiskey <br />to the ambulance drivers who work for free. They had also donated a case of <br />whiskey to the Forest Lake Fire Dept. after the Dept. bad not only put out a <br />fire in the hospital's lab but pfd cleaned up the lab for immediate use after- <br />wards. This whiskey had subsequently been raffled off. <br />Mr. Houle stated that overpayments not documented in the minutes were on the <br />records that the Board sees each month. Another item, that the bank accepted <br />deposits in excess of 90% of the collateral, had been rectified. The hospital <br />used -a business method of accounting different from the State method, The audit <br />had said the hospital made no profit last year, denoting the profit as capital <br />expenditures. <br />Mr. Houle stated that the Hospital Board feels that they,have done nothing <br />morally wrong. They were unaware of an Attorney General's opinion that employees <br />cannot -be paid for working their vacations. This was done in the case of the <br />administrator, nurses and administrative personnel who woad have had to be re- <br />placed by new people if they had taken their vacations. Since these persons <br />could not take advantage of their vacation time and wished,to work instead, the <br />Board had felt it to the benefit of the hospital to employ them rather than <br />hire new people. Mr. Houle stated thst the Attorney General's Opinion in <br />question refers to County Highway employees and that the Board will ask for <br />another Opinion in this matter. <br />Mr. Houle stated that the hospital expects to clear $60,000 this year, which <br />would be enough-to pay off the remaining bonded indebtedness, but will spend <br />
