76 <br />8/23/71 <br />L'Allier asked him to elaborate on the assessment procedures under Metro <br />Sewer Board. Mr. Gotwald noted that the costs are spread out to future pro- <br />jected capacity which can be served. We may be charged on an acreage basis <br />or through NSSSD or Minneapolis District charges. They expect flow in a <br />year or two from the Youth Center or Chomonix so we will be charged. <br />Mr. L'Allier commented on the various plans which have been suggested for the <br />Metro charges. In talking with Diek She and Dave Larson he had found that <br />Plans B, C & D put us in the Minneapolis District, so that although it may <br />be cheaper for the first couple years, we will pay .when tYe Minneapolis <br />District lines are replaced. North Suburban Sanitary Sewer Board thought that <br />in Plan A, which leaves us in the NSSSB area, we would pay more the first couple years <br />but that the amount would drop after the area has been upgraded. <br />Crystal Ahlman asked Mr. Gotwald if the Metro had definite plans to go into <br />the Youth Center area. Mr. Gotwald stated that it was not definite, but that <br />it was a problem area. He mentioned past letters and action taken concerning <br />this. He noted that the capacity reserved in the interceptor near Centennial <br />School could take care of the Youth Center area, 4th Avenue and Main Street. <br />However, it would be too much money for the Village to build the necessary <br />force main and lift stations. The State could do it with a Federal grant <br />for the Youth Center. However, it seems the Metro Sewer Board has decided <br />instead to put in the interceptor and extend from Birch St. & Hwy 49 to <br />the Youth Center. <br />Crystal stated that she lives in Twilight Acres and asked if their problem <br />area is to be serviced. Mr. Gotwald stated that the whole area can be <br />serviced, but to wait for 1 year. Be mentioned the cost analysis his firm <br />did on sewers. Be stated again that the sewage could be pumped over to Blaine <br />and that the lift station could be pulled later and hooked to the main. A <br />petition is needed. <br />Crystal asked if they could get water too, and if so, at the same time to <br />prevent tearing up the streets twice. Mr. Gotwald stated that since it is <br />costly to put in roads now, that it is a definite advantage to put in dry <br />water mains as is being done elsewhere. The road is then paved and the <br />connections made later. Be noted that there is a question of the assessed <br />valuation being great enough to do this all at once. There was more dis- <br />cussion, with Mr. Gotwald going over combinations of sewer charges. <br />Mr. L'Allier asked Mr. Gotwald if we must re- advertize for sewer and water <br />lateral bids. Mr. Gotwald advised doing so since the second lowest bidder <br />was $50,000 above the low bidder who bowed -out; also, this should be done <br />soon while the price freeze is on. He noted that prices were expected to, <br />have gone up effective September lst. Mr. Gotwald thought it would take <br />about 6 to 8 weeks to handle the advertizing, taking bids, selling bonds, <br />etc. He stated that it was not a big job when the contractor gets going, and <br />that it could be done before it freezes. The utility companies were worried <br />about frost charges also. He noted that the well was being driller now. <br />Crystal asked if any landowners adjacent to the Chomonix area can hook in the <br />line. Mr. Gotwald explained that until the interceptor is put in, sewage <br />from the lateral system will be held in a wet well and pumped; after that <br />others can hook up to the interceptor. He had received a letter giving the <br />procedure for additional hookups -- applications will go through the Village to <br />the Metro Sewer Board for any direct connections. <br />
