Crystal asked when we pledge the faith of the Village on the bonds, when <br />companies like Chomonix are concerned, if we can assess only against the <br />land involved and not against Jandric himself. Mr. Gotwald stated that we <br />only assess land benefitted. Crystal asked if we the Village is responsible for <br />the difference in cost between the value of the land and the sewer cost if <br />Jandric goes kaput. Mr. Gotwald said yes, that is why the project has been <br />kept down to a minimum size of 200 lots, so that the entire cost of the lateral <br />system is based well, below what the lots are valued at. He noted that the <br />service is for only part of Lakes Addition No. 2, not the entire Chomonix <br />area. Mr. L'Allier stated that Mr. Jandric has agreed to make a cash deposit <br />in the bank each year to cover the total amount of assessments for the year. <br />Mr. Gotwald stated that this was an unusual agreement, but a good one. <br />He explained other points of the funding. <br />Mr. Cardinal moved that we advertize for bids on the sewer and water laterals <br />in Lakes Addition No. 2. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. L'Allier mentioned again that he would like ratification of authorizing <br />the Planner to put together what we have done so far. A special work session <br />with the Planning & Zoning, Park Board and the Planner, will be held to do this. <br />Mr. Bohjanen asked if the preliminary plan would tie up anything. Mr. <br />L'Allier stated no, that the preliminary plan will not have firmed up lines, <br />but that action is necessary to get approval of the lateral plans for Lakes <br />Addition No. 2. <br />Mr. L'Allier recommended that the Council in adopting a comprehensive plan, <br />put in tentative lines, so that the plan is receptive to change and is <br />flexible. Mr. Gotwald stated that we need a colored map for Metro to hang <br />up. He noted that the lakes and swamps won't change anyway; he gave up -dated <br />zoning maps to the Planner. W. L'Allier had talked with Mr. Van Housen <br />today and he could have the map ready next Monday. <br />Crystal Ahlman asked if a couple of big companies want to come into the <br />Village would we give them a competitive tax break like other communities <br />do. Mr. L'Allier stated that this was illegal. She asked if we would make <br />it comparative with other Villages, would we consider doing so to get a <br />business that was an asset. Mr. L'Allier noted that she was asking us to <br />answer vague things but that within the law we would work out something <br />advantageous to the company and to Lino Lakes. <br />Mr. Jaworski moved to ratify authorizing the Planner to draw up the preli- <br />minary zoning map for the comprehensive plan. Seconded by Mr. Cardinal. <br />Carried unanimously. The special meeting to work on the zoning map for the <br />Council, P&Z Board members and the Planner was set for Monday, August 30th <br />at8P.M. <br />Mr. Gotwald was asked to comment on the ditch in LaMotte's Second Addition. <br />He noted that 2 catch basins drain through the 60 foot outlot, that this is <br />Village drainage, but the present ditch course runs across private property <br />immediately east of the outlot. He had recommended that the ditch be relocated <br />to keep it within Village property. The St. Paul Water Dept. wants to be able <br />to cross the ditch and wants a culvert installed. Mr. Gotwald recommended <br />doing so and noted that the relocation should have been taken care of before <br />accepting the plat. The outlot at one time was called a utility easement, <br />but the Water Dept. required it to be an outlot. <br />Mr. Jaworski moved to adopt the following resolution: <br />
