105 <br />10/12/71 <br />noted that this would also cause a problem on the other side of 4th Avenue back <br />to the woods. Mr. Gotwald felt that the builder should contact the Village <br />for a landscaping permit., Mr. L'Allier asked Mr. Gotwald to write the Council <br />a letter setting forth the reasons why the ditch shouldn't be filled and <br />authorize the Clerk to send a copy of the letter to the builder along with a <br />request that he either appear before the Council before he does the final <br />landscaping or contact Mr. Gotwald for suggestions. Mr. Jaworski moved to <br />authorize the above letters. Seconded by Mr. Rosengren. Carried unanimously. <br />Mr. Jaworski asked if the culvert this builder put in isn't too small. Mr. <br />Rosengren stated that it was too small, only about a 6" pipe, and won't work. <br />Mr. Gotwald thought this should be noted in the letter, too. <br />No one had additional duggestions for use of the County's allocation for un- <br />employment funds. Mr. L'Allier asked that they bring up any such suggestions <br />at a later Council meeting or pass them on to our County Commissioner. <br />Glenn Rehbein stepped forward with a plat of land he hopes to develop. He <br />stated that he had been to Van Housen and had made suggested changes. The <br />plat is located at the SE corner of Ware Road and Birch Street on a 40 acre <br />piece; he also has an option on an adjoining 30 acres. He plans for a 5 acre <br />park which he will completely develop since he is in that business and has the <br />equipment. Mr. L'Allier noted that the Council could take either park land <br />or money. Glenn noted that the land is low but drained; he would change the <br />ditch. Mr. Bohjanen inquired why Mr. Van Housen had not liked the original <br />location of the park; Glenn gave him the reasons which included the fact that <br />kids using it would have to cross all the streets to get there. Mr. Rehbein <br />had decided to use the original park spot for the well, etc., and had drawn <br />new park plans with ball diamonds, etc. <br />Glenn stated that he had not made the 10 copies for the P&Z yet because they <br />don't know what height the sewer line will be; he plans to do his own sewer and <br />street construction and will put up a bond for the finished streets. He has <br />obtained a building permit for a model home using the entire 40 acres as a <br />legal description; he wishes to get a variance to put up another model home. <br />Glenn stated that his brother would built the homes and that he himself would <br />develop the plat. He has 77 lots in the 40 acr piece and hopes to complete <br />the project in 2 years; he expected that there would be 35 -40 homes completed <br />for sewer hookup next year. He showed the Council his long range plans for the <br />additional 30 acre piece, noting that he must get some road easements up to <br />Birch Street yet for a 60 foot road. The park would be centrally located between <br />the two parcels; the re are 51 lots in the 30 -acre parcel. <br />Mr. Rehbein stated that Mr. Gotwald had a copy of the plans and that Mr. Van <br />Housen has already made his report on the proposed plat. After discussion, Mr. <br />Cardinal moved to set hearings per our ordinances on the preliminary plat of <br />Glenrae Estates before the Planning and Zoning Board on November 17th at 8 :30 <br />P.M. and before the Council on November 22nd at 8:30 P.M. Seconded by Mr. <br />Rosengren. Carried unanimously. <br />Mr. L'Allier noted that Glenn will need a variance to build the second model <br />home.. Mr. Rehbein noted that he had observed the setbacks per the new zoning <br />code on the first model which is located on Lot 5; he would like to place the <br />second house on Lot 13. Mr. Locher stated that he would need a metes and bounds <br />description for the variance. Mr. Rosengren moved to refer the variance request <br />of Glenn Rehbein to the agenda of the Planning and Zoning Board for their Oct. <br />20th meeting. Seconded by Mr. Bohjanen. Carried unanimously. <br />
