106
10/12/71
Mr. Rehbein stated that he would put in a holding tank for the sewage until the
interceptor is completed. He expects the first occupancy by the spring of 1972
and hopes to build over the winter.
Mr. Rehbein also asked what he must do to get a variance or a permit to put in a
mobile home down at the Out Post for a caretaker couple as they have so many
breakins. Mr. L'Allier stated that they could request a variance and Special
Use Permit before the P&Z and Council. Mr. Cardinal moved to request that this
be put on the October agenda of the P&Z and the following Council meeting.
Seconded by Mr. Jaworski. Carried unanimously.
Mr. L'Allier noted the matter of the house owned by Dale Housemovers which was on
the agenda. Mr. Cardinal stated that the house was still there; (Ash & Center-
ville Rd.) the property is part of the Hill Farm. Mr. Locher noted that they
had had a problem with Dale leaving houses in Ham Lake for months; he suggested
that letters be sent to the property owner and to Dale Housemovers stating that
this is not authorized under our ordinances, that they need a building and moving
permit, giving them a deadline. Mr. L'Allier felt that we should insist they
move the house.
There was discussion with Mr. Locher stating that the nuisance ordinance covered
the matter. Mr. L'Allier noted that there are a lot of small kids in the area;
Mr. Cardinal stated that the house was in decent shape but there are no windows
now. Mr. Jaworski moved to send a letter to Dale movers requesting that they
move the house out of Lino Lakes within 30 days or face a violations ticket
under Ordinance No. 32. Seconded by Mr. Cardinal. Carried unanimously.
The matter of setting a fee for the lists of registered voters was discussed.
Mr. Jaworski moved to set a fee of $3.00 as the cost of the registered
voters list to cover the costs of up- dating the lists annually. Seconded by
Mr. Rosengren. Carried unanimously.
The Clerk inquired whether the Council wished to screen any applications for a
registered voters list as had been suggested by the Attorney last year. It was
generally felt that the lists could be sold to anyone for political purposes,
but that persons from mail order houses or similar businesses would need
council approval. The Clerk stated that the newly revised lists would be ready
by the end of the week. It was felt that the new names should be put on addi-
tional sheets rather than doing the whole list over.
The bills were audited. Mr. L'Allier took the opportunity to express his
appreciation to those municipal employees who take the initiative and spend
their own time to take classes to improve their capabilities in handling their
jobs, particularly the-police men who attend the safety courses and the Clerk
who is taking a municipal accounting course.
Er. Locher read from Mn. St. 201.06, Subd. 2, which prohibits the use of voters
registration lists except for political and police purposes; it also places
the burden on the person obtaining the list.
Mr. L'Allier mentioned that any portions of bills from the Attorney, Engineer
and Planner which were spent on a particular project for a contractor or
developer are charged back to the same for money spent on his project. W.
Bohjanen wondered when we would get another bill from the Planner as it had
been a long time.
Mr. L'Allier noted that another payment on the property purchased from Waldochs
was due October 17th in the amount of $3300 including $2750 for principal and
$550 for interest. He noted that we needed a couple of street signs on 20th
and 80th. Mr. Jaworski felt a new sign should be put up at 12th and Birch.
